fined as one limited only by ca
pacity of the mind. Such u
"thought neighborhood" extends
through ull fields of thought,
"from the physical sciences to the
humanities," he said.
The geographic neighborhood Is
thus a materialistic, physical
group, defined by such factors as
streets, houses and boundaries, he
continued,
Prescott cited Article 34 of the
code of a national realtors ussocla
t tlon. This provision dictates that
! real estate agents shall restrict an
area against any factors or indi
viduals "detrimental to the present
occupants of that area."
This practice Is illustrated by
zoning of a city into residential
areas, business areas, and cornmer
I clal arcus, he said. Furthermore,
the article provides restriction-!*,

prospective newcomers to a neigh
' borhood, regardless of race, re
ligion or creed.
Prescott then advanced his the
ory for alleviation of the housing
problem for Negroes in this city,
Me advoeated building a low-cost
' housing area open to all those
, needing housing facilities. The
chief problem, in Prescott's c ti
] mation, was to find enough indi
! vlduals in the community to fi
nance the cost of such a project.
Much discussion was held ori this
point, for most members of the
campus chapter felt that educa
j lion was necessary before peoples
! of two different races would com
fortably live side-by-side.
