In ratifying the plan, West Germany agreed to share her coal and steel with five other European nations for the next fifty years. Progress in the Korean talks ... ... Is said to have been made in lower level discussion on truce ground rules. However, the Reds have refused to return 60,000 Korean civilians and are hesitating about agreeing to behind the lines inspec tion during the truce. The truce talks were to continue Friday night.
