Student Affairs Office Lists Rules (The following: rules,, regulations, ;abd .procedure* govern social life at the University.,of ^Oregon. They were formulate*] by the Student Affairs Committee, .which has, authority..over all student affairs and is particularly concerned with the .prevention of inte rference with stu dents’ scholastic, work.) I. General Policies.of the Student Affairs Committee: A. The Student Affairs Committee.authorizes its chairman, the Direc tor of Men’s Affairs, and/or the Director of Women’s Affairs to im plement and administer the general policies and business of this committee, with power to make minor adjustments of policy and decisions concerning matters which do not seem i mportant enough to bring befpre the fall committee. B. The Director.pf-Men’s Affairs, the Director of Women’s Affairs, and the Student Unjpn Director may revise specific dates appearing on the yearly social calendar, approved, by this committee, provided that such changes are made within the policies established by this committee C. Every social event must be registered in the office of the Director of Women’s Affairs not later than 5:00 p.m. of the Monday preced ing the event except that sfag^affairs are registered in the office of the Director of Men’s Affairs. D. The closed period for all events is from 5:00 p.m. of the third day prior fo the first,day,of the examination period through the exami f nation ,perjod. E. The Student Affairs Committee recognizes the need and desirabil ity for proper and accurate accounting, of all student funds. Accord ingly, it urges all student organizations to deposit their funds with the Student Union Office to insure safe-keeping and proper account ing of income,and expenses. This service is offered without charge to all organizations. II. Hours: A. Closing hours are: 10:30.p.m. Sunday through Thursday, 12:15 a.m. Friday,, and 1;Q0 a,m. Saturday. B Social events after 7:30 p,m. may be held on Friday and Saturday only. C. Exchange dessert? may.be hejd jn the living organizations Wednes day from 6:30,p.m. to-7:30;p.m.bhut.no time may be spent in prepa ration for such events. Open houses may be held on Wednesday from 6:30 to 7:30 p.m. or on Friday or Saturday nights. D. All functions,held,on-Friday,pr .Saturday nights must terminate at midnight. E. Hours, during, which men are, aljowed in women’s houses are as fol lows: Monday through Thursday: Noon—1:00 p.m.: 4:00-7:00 p.m.; 9:30 10:30 p.m. ’ Friday: Noon—li#0,p.m.4;P0-12:15, a.m. Saturday: Noon— 1;Q0 a.m. Sunday: Noon-,*8i00,p.m.; J0j00-J0;30,p.m. III. Social Dife of Living Organizations: A. Living organizations may have two major house dances a year. These dances must be held in the living quarters of the organization or in a University-controlled,budding. They may be held on Satur day nights, only' B. Informal house functions, such as firesides, radio or dinner dances, are restricted to Friday or Saturday nights. No time must be con sumed in preparation for these, events! C. Houses mustppe,.well lighted for:dances, and porch lights must be left on ail evening. D. Costumes worn to,dqnces he.ld,.on the campus must be in good taste. E. House Guests: 1 House guests, and. alumni Visitors are required to obey all Uni versity regulations, including closing hours: houseguest and alumni,privileges to.be withdrawn if these regulations are vio lated. 2. Women, are.pot. allowed, above the first floor of men’s houses, and men are.not allowed above the first floor of women’s houses. 3. Women are pot, allowed to. go to men’s houses (fraternities, co ops, rooms,.boarding houses.or, apartments) unless chaperoned, except wheiymnducting:official University business or making official announcements. IV. Social Events of Schools, .Departments, or Allied Fraternities and Honoraries: A. Attendance at such social events must be restricted to the students of the school or department, or the members of the organizations, and invited guests, and may not be all-campus in scope. (An excep . lion is made in the case of Scabbard and Blade’s traditional Mili tary Ball). B. The School or,department is.hejd responsible for the proper con duct of the event. C. University regulations must.be,obeyed. D. Such events must ...be held in a University-controlled building. E. Such events must pot conflict with important University functions. V. All-Campus Dances: A. Major: 1. Seven major all-campus dances will.be allowed, uamely, Home coining, Mortar Board, Military-.Ball, Frosh Glee, Sophomore Whiskerino, Junior Prom, and Senior Ball. 2. These dances must be held in McArthur Court, on Saturday ev enings only. 3. The ticket sale must be restricted to 1,200 couples. 4. Big-name bands: , ,, .__ a. The dates of dances will not be changed for the convenience of big-name bands. , , .. _, b. Booking of big-name bands will be approved only if the cost can be financed under a sound dance budget. B. Minor 1. Minor all-campus dances of a rally nature may be held on occa sions when desirable, under the following conditions: a. Normally, the dance must be held on Saturday night, b. Normally, the dance must be held in Gerlinger Hall. c. The administration of these dances lies with the Student Union Director. . VI. Bailies, Serenades, Parades: _ A. The administration of rallies and parades is the responsibility of the Director of Men’s Afairs. Such events: 1. Must be scheduled 24 hours in advance. 2. Must not conflict with class hours or normal study hours. 3. Must not be held on Sundays. B. Organized serenades are allowed on Friday and Saturday nights. Such serenades * 1. Must terminate within one hour after normal closing hours. 2. Must be cleared with the Director of Men’s Affairs 24 hours in advance. VII. Off-Campus Dance: A No University-sponsored dances outside the Eugene area are al lowed. . B. All dances sponsored by living organizations in the Eugene area must be held in the organizations’ living quarters or in a University controlled building. VIII. Chaperonage: . .. . A. Official chaperones shall be limited to members of the faculty. B. The Director of Women’s Affairs will determine the number of chaperones that will be adequate for social affairs. C. A chaperonage fee of $5.00 must be paid to the University of Oregon cashier for each social function, unless the fee is waived by the Di rector of Women’s Affairs. IX. Rally Committee: A. It is the duty of the pally Committee to promote Oregon spirit, foster good sportsmanship, and arrange for all rallies, both on and off the campus, and to assist the yell leader if called upon to do so in performing card stunts and other forms of enter tainment prepared for athletic events. X. Charters: The following procedure shall govern the application for charters: A. Local: Individuals wishing to start a local organization must submit, for approval by the Student Affairs Committee, its constitution and by-laws and the signatures of inter ested persons. B. National: Local organizations wishing to affiliate with a national organization must present, for approval by the student Affairs Committee, the name of the national, the local membership roll, national dues, financial setup of the national, etc. XI. Recognition of Organizations: A. All student organizations must be recognized and sanctioned (given authoritative permission to exist and carry on their acti vities) by the Student Affairs Committee. The committee may withdraw recognition from any organization at any time. B. The committee recognizes two classes of organizations: 1 Class I a. Those which purport to represent the University in any way. b. Those which bear the name of the University. c. Those which influence the well-being of the University by their public contacts. 2. Class II. a. The committee may, at its discretion, recognize the existence of other organizations, if their aims are consistent with the well-being of the University and with the policies of this committee. But it will not permit them to bear the name of the University or to use the name of the University in con nection with their activities or to represent the University in any way. They are subject to the same rules, regulations, and procedures as organizations officially recognized. C. Any organization may be requested to submit the following: 1. A statement of its aims and functions. 2. Its constitution and by-laws 3. Its membership roll, sponsors, and advisers. 4. Time and place of meeting. 5. Its financial support and condition of finances. D. All organizations recognized by this committee must annually each spring submit the names of their officers and advisers to the Office of Student Affairs for the following school year. Facilities Readp For Atom Bomb University housing, cafeteria, and hospital facilities will be us ed by the Red Cross to care for victims in the event of an atomic attack in this area, Karl W. On thank, director of the Graduate Placement Service reported yes terday. A member of the Lane County Red Cross executive council, On thank reported that he was con tacted several weeks ago by other Red Cross members concerning the use of University facilities to house, feed and care for victims of a theoretical atomic attack. Details of the plan, such as whefre students now using the housing facilities would live, are not yet complete, Onthank said. Student Union's Cafeteria Needs Student Workers The cafeteria at Erb Memori^ Student Union is in need of hel^, Anyone who wants to make sixty cents an hour with a possible bonus of ten cents an hour may report to Miss Shirley Sylvester, Student Employment Secretary. All kinds of help from dish washers to soda jerks are needed, especially in the morning on Mon days, Wednesdays, and Fridays. People are needed on any evening. Workers over the weekends are needed, also. The cafeteria is one of the most elaborate in the northwest. The kitchen has an automatic butter cutter, one of the best automatic * dishwashers, and a special ar rangement for making salads. There is a lowerator that keeps the dishes at the same level on the counter in what seems an endless stream. Onthcnk Renamed On YMCA Board Karl W. Onthank, graduate placement director, received news of his re-appointment as a mem ber of the National Advisory Board of the Student YMCA.
