Oregon If Emerald - WORLD NEWSSECTION JIM BANKS, BERT MOORE, EDITORS Phone Strike Settlement Seen WASHINGTON, April 9 (AP)—Long distance workers and the American Telephone and Telegraph company agreed Wednesday night on a basis for settlement of their part of the nationwide strike, offering new hope for a general agree ment soon. The basic agreement still must be submitted to the policy committee of the National Federa tion of Telephone Workers, which is directing the strike of those aad other telephone workers over the nation. President John J. Moran of the American Union of Telephone Workers, long lines affiliate of the National Federation, emphasized that the over-all policy committee still must pass on the proposals. He described the plan as the final offer of the A. T. and T. in ten days of solid negotiations under government auspices here. The announcement renewed gen eral settlement hopes that had been dashed earlier in the night by the collapse of negotiations between the NFTW and the Southwestern Bell Telephone com pany, biggest A. T. and T. affili ate, which also had been moved here. The long distance agreement was praised by Conciliation Di rector Edgar L. Warren, who ex pressed the hope that the “steady and tedious progress made in that phase of the negotiations will carry over into the many other bargaining sessions going on all over the country.” The NFTW, whose more than 300,000 members across the na tion have been on strike since Monday morning, has scheduled a meeting of its policy committee at 11 a. m. tomorrow. Plane Crashes SAN ANTONIO, Tex., April — (AP)—An army C-47 transport carrying 21 passengers crashed on the outskirts of San Antonio at 9 p.m. Wednesday night shortly after taking off from Kelly field. First reports said two were killed and 18 injured. The transport was en route to Tucson, Ariz,, and had stopped at Kelly for refueling. No Phones, No Bills PORTLAND, April 9 (AP) — Some 200,000 telephone subscrib ers in Oregon won't get any bills for a while. Pacific Telephone & Telegraph Co., said Wednesday that billing had been halted by the strike. Users of manual phones, where service has been almost complete ly halted except for emergencies, never will receive a full bill for this period— there will be a re fund covering- strike time. AMARILLO, Tex., April 9 (AP) —Ambulance drivers and rescue workers reported Wednesday night that the tornado which swept the northeastern corner of the Texas panhandle killed an estimated 20 persons at Higgins and fired the business district of the town of 750 persons. The storm wiped out wire communication with Hig gins. A downpour of rain pre vented observation from nearby towns. CANADIAN, Tex., April 9 (AP) —All available ambulances in Ca nadian were sent Wednesday night to the nearby community of Gla zier, which was reported to have been leveled l>y a tornado, with four persons killed. Sixteen per sons were in the hospital here. OKLAHOMA CITY, April 9 (AP)—The Oklahoma state high way patrol said Wednesday night that Trooper Jim Holland, sta tioned at Woodward, Okla., ad vised that a tornado Struck the northwestern Oklahoma city about 9:30 p. m. leveling approximately half the town. Holland gave no details but asked the state patrol to send all available troopers and medical aid. to the storm scene, patrol head quarters here said. Britons Want Wives LONDON, April 9 (AP)—Eleven British husbands repeated theier wedding vows to “maintain, love and cherish” their Russian wives Wednesday night in an effort to soften Soviet hearts. The husbands—Separated from their Russian wives by Soviet de cree—delivered a petition to the Soviet delegation now vising Brit ain. It answered a report from Moscow that the Soviet might grant exit visas for the Russian wives if assured of the British hus bands’ “sincerity and ability to maintain their wives and families.” The accompanied the petition with copies of oaths taken before notaries that they would love and support their wives.
