Clash on Labor
WASHINGTON, Feb. 7.—(AP)
Two leading Republican presiden
tial possibilities for 1948 collided
sharply today on labor legislation.
Harold E. Stassen went before
the senate labor committee and pro
posed a secret majority vote of
workers as the last step before a
strike.
Committee Chairman Taft (R.,
O.) called Stassen’s suggestion
“trivial.”
Stassen told Taft that “if you be
lieve in the democracy of workers,
you must have confidence” in a se
cret ballot.
Taft argued that in such a vote
the workers "Do not go against
their leaders.”
The University music school was
founded in 1866.

Bill Would Force
Labor Unions
To Incorporate
SALEM, Feb. 7—(AP)—A pro
posed constitutional amendment
requiring labor unions to incorpor
ate before participating in collec
tive bargaining was introduced into
the legislature today by Rep. Rob
ert E. Duniway, Portland.
Th^ amendment, if passed by the
legislature would be referred to the
people at the next special or general
election.
The amendment would provide
that no union shall take part in col
lective bargaining unless it is a cor
poration, deposits a $1,000 cash
bond with the secretary of state,
and that the union officers register
their names and other information
with the secretary of state.
More Rent Control Asked
WASHINGTON, Feb. 7.—-(AP)
Senators Wagner (D., N.Y.) and
Murray (D., Mont.) introduced a
bill today to continue rent controls
another year with no general in
crease.
More Hesse Loot Found
WASHINGTON, Feb. 7— (AP) —
Two quarts of diamonds and a third
quart jar containing $28,000 cash
were dug up beside a Virginia high
way in the recovery of the $1,500,
000 Hesse crown jewels, the army
disclosed today.

Says Talmadge
Not Governor
MCDONOUGH, Ga„ Feb. 7—(AP)
Superior Judge Claude H. Porter
ruled today that Lieut. Gov. M. E.
Thompson is Georgia’s acting gov
ernor and that Herman Talmadge’s
election by the legislature was in
valid.
Counsel for Talmadge said . an
appeal to the supreme court would
be perfected before the 10-day dead
line. Talmadge, at the state capitol
in Atlanta, declined immediate
comment and started preparing a
formal statement.
Associates of Talmadge have
said, however, that he will retain
the governor’s office until the state
supreme court rules and that in
event an adverse is made decision
of the fight will be taken to the
U. S. supreme court.
First Americans Leave
In Evacuation of China
PEIPING, Feb. 7—(AP) Escort

the first party of Americans from
the disbanding executive headquar
ters has safely reached the sea to
day and boarded ship for home.
Nearly 1,700 others from the
headquarters, plus about 10,000 ma
rines, are to leave shortly in carry
ing out the American decision to
abandon mediation efforts and get
out of China.
Japs Not Coming Back ..
SEATTLE, Feb. 7.--(AP) Only
about half of the Japanese evacu
ated from the Pacific coast areas
after the Pearl Harbor attack have
returned to their old homes to live,
the final war relocation authority
report disclosed today.

Marshall Reports Need **
For Military Training
WASHINGTON, Feb. 7— (AP) In his first major policy
declaration as secretary of state, Gen. Geoige C. ATai shall to
day called for universal military training to back up Ameri
can foreign policy with real power.
He made clear that he intends to follow the foreign policy
of former secretary James F. Byrnes, and hit these high
points of great issues he faces in his own career:
Universal Training — Marshall
said the United States will not
have any real, positive military
power to back up its foreign poli
cy unless it has universal mili
tary training. He called the
present system impractical and
ineffective.
Disarmament— Marshall said it
is difficult to see how “any real
disarmament,” or even any sub
stantial reductions of armament
can take place until peace treaty
solutions acceptable to the great
powers have been reached.
State Department — Marshall
disclosed he had rejected the
resignations of assistant secre
taries Benton, Spruille Braden
and Willard Thorp and those of
fered by all other top officials.
Pacific Islands — The United
States sees no reason to postpone
creating a United Nations trus
teeship under American adminis
tration.
China—Marshall reaffirmed the
policy he developed as President
Truman’s special envoy. He said
the withdrawal of marines from
China was automatic after it was
decided to end mediation efforts.
