Revised ASUO Constitution Released New Student Government Plans Comply With Administration Requests; Answer Objections to Lack of Student Representation Following the receipt of criti cisms from the administration and students, the drafting committee of the new ASUO constitution has made several revisions in clauses and has delegated certain other clauses to the by-laws section. The complete new constitution incor porating the University congress plan of representation is reprinted on this page. The essential changes made by the committee are as follows: Sec tion II has been added under Ar ticle II. ‘‘The President of the Uni versity of Oregon shall be respon sible for and shall administer all extra-curricular activities.” This section is included in the present ASUO constitution. Another phrase concerning the University president has been in serted under Article VI of the By laws. Section II, Both of these additions were made at the request of the administration. An important clarification has been added to Article IV, Section I dealing with the plan for repre sentation in the University cong ress. This points out the two meth ods unaffiliated students have of attaining representation ^ either through joining an already recog nized organization or by forming a new organization, consisting of at least 26 members, which shall meet at least once per month. A clause providing a deadline for the filing of intentions and eligi bility slips of aspiring candidates has been added under Article III, Section III. Three other clauses have been added to the duties of the cong ress. Article VI of the by-laws. Section IV provides for the method of presentation of athletic awards; Section V delegates the power of approval of the ASUO activities budget to the congress; and Sec tion VI gives the congress control over the actions of the executive branch. According to Jack Craig, chair man of the committee, the objec tives of the framing of the new constitution are: 1. Under the present council system with class representatives, not only do the representatives lack responsibility, but they have no way of ascertaining real student needs and desires. Of equal impor tance is the fact that University and state officials have no way of measuring student opinion. 2. Students have been criticized for a seeming lack of ability to manage their own affairs and ac tivities, while in reality the pres ent governmental form gives them no opportunity to do so. If, by the time the student reaches college age, he is given no chance to prove his competence in the practice of democratic processes, he will be of doubtful political use to his com mnnitv. state or nation when he leaves school. Development of the ability to assume an active part in government is surely as neces sary a part of college education as the regular curricular subjects. CONSTITUTION ASSOCIATED STUDENTS OF THE UNIVERSITY OF OREGON Article I Name and Object Section I. Name. This associa tion shall be known as the Asso ciated Students of the University Of Oregon. Section II. Object. The object of this Association of students shall be to assist the administra tion of the University of Oregon in the promotion of the educational, cultural, social, and physical activ I ities of the students of the Univer I sity of Oregon. Article II Section I. Membership. The membership of this association shall consist of all resident under graduate students registered in the University of Oregon, Eugene, Oregon. Section II. The president of the University of Oregon shall be re sponsible for and shall administer all extra-curricular activities. Article III Executive Section I. Elective Officers. The elective officers of this association shall be president and vice-presi dent. « Section II. Qualification of Offi cers. Clause 1. Any members of this association who shall have com pleted at least three terms at the University of Oregon and who shall have acquired 110 credit hours shall be eligible for election to the office of president, or vice president. Clause 2. All student officers of this association shall have com plied with the academic require ments of the University of Oregon. Section III. Nominations. Clause 1. Each candidate for nomination must submit to the president of this association on or before midnight of the second day prior to the nominating assembly a declaration of his or her inten tion to be a candidate, designat ing the specific office sought, with a certificate of eligibility signed by the dean of men or dean of women on their personal repre sentative as the case may be. Clause 2. The nominating assem bly of this association shall be held at a date during the spring term, the date to be determined April first by the president of the ASUO. Such date shall be pub lished in the Oregon Daily Emer ald May first in at least three issues prior to the date of the nominating assembly. Section IV. Elections. Clause 1. Elections shall be held on the fifth day following nomina tions. Clause 2. The elections shall be held in compliance with the prefer ential system of voting as provided for in Article IX. Clause 3. In all elections under j this constitution, the Australian I ballot system shall be used. Clause 4. The polls shall be open continuously from 8 a.m. to 6 p.m. on election days. Clause 5. Five days prior to the date set for the election of officers or any special election of this association, the manager of the Educational Activities Board of the University of Oregon shall have prepared an official poll book, which book shall contain in alphabetical order the names of all members of this association. No person shall be permitted to vote unless his or her name appears in the official poll book. Any member of this association who has pur chased an educational activities card shall be entitled to have his or her name in the poll book and shall be entitled to vote at the annual election or any special election of this association. The manager of the Educational Activities Board shall certify in writing on the poll book that it is the official poll book, and shall deliver the same in person to the Dean of Men, or his personal rep resentative, of the University of Oregon before 5 p.m. of the day prior to the election. The vice president of this association shall, 10 minutes prior to the opening of the polls receive the official poll hook from the Dean of Men upon a receipt thereof to the Dean of Men. Clause 6. All elections under this constitution shall be conducted by such rules and regulations as may be laid down by the president of the ASUO in conjunction with the committee on elections of the University Congress, and such rules and regulations shall be administered by the vice-president of this association. Clause 7. The ballots shall be counted only by the judges ap pointed by the president of the ASUO and under the direction of the vice-president of this associa tion. Clause 8. Any qualified voter of this association wishing to contest the election of any person must give notice in writing to the Judi ciary Committee of the University of Oregon within ten days from the date of said election, stating the reason or reasons for contest ing the election, supported by the statements of not less than five upon which the contest has been based. Section V. Vacancies. Clause 1. The order of succes sion to the office of president shall be by the vice-president. Article IV University Congress Section I. Membership to the University Congress. Clause 1. Representation to the Congress shall be on the basis of one representative jser every fifty students or major portion thereof. Any organization consisting of at least 26 members, recognized and approved by the executive council, will be eligible for representation to the first session of the Congress; thereafter a permanent Congress committee on representation shall accept or reject all applications for membership to the University Congress. Clause 2. All students un affiliated with any living organiza tion may attain representation by: (a) Joining present recognized organizations already in existance. (b) Evolving new organizations for the specific purpose of gaining representation; these organizations to have at least 26 members, and to hold meetings at least once per month. Clause 3. (a) Representatives and alternates from the recognized and approved organizations shall be elected by the organizations during spring term of the follow ing school year. The result of these elections must be filed with the president of the ASUO before the close of spring term. (bl In the event representatives elected to the congress are not qualified to serve, a special elec tion shall be held in the organiza tion concerned to elect a new rep resentative or alternate as the case may be. (See section on eligibility). The results of these special elections must be filed with the president of the ASUO before the term opening meeting of the University Congress. Section II. Organization of the University Congress. Clause 1. The vice-president of the ASUO shall be the presiding officer at all meetings of the Uni versity Congress. In the event of the absence of the vice-president, a president pro-tem, elected by the University Congress at their first meeting of the year, shall preside. Clause 2. The members of the University Congress shall meet on th first Monday of every month in the academic year. Special meetings may be called by the presiding officer. Clause 3. The recorder for the University Congress shall be ap pointed by the presiding officer, with the approval of the Congress. Clause 4. A sergeant-at-arms shall be elected by the University Congress. Clause 5. The University Con gress shall have the power to create all such subsidiary com mittees as are deemed necessary. These committees shall be bi partisan and shall be appointed by the presiding officer subject to the approval of the Congress. Clause 6. The presiding officer shall appoint standing committees on finance, elections, membership, classes, and honoraries, subject to the approval of the University Congress. Clause 7. Roberts’ Rules of Order shall govern the procedure of the University Congress and all committee meetings. Clause 8. Two-thirds of the voting members of the University Congress shall constitute a quo rum. s. Article V Judiciary Committee Section I. Membership. The judi ciary committee to which any member of the administrative body of this association may refer any question on which it desires an opinion as to the correct judicial construction on interpretation of any part of this Constitution, or by-law, shall consist of five mem bers—Dean of Law School, or his personal representative, as per manent chairman, two members of the faculty of the University of Oregon, and two upperclass mem bers of this Association. Appointment to membership to the judiciary committee shall be made by the President of the ASUO on the recommendation of the President of the University of Oregon. Section II. Authority. The judi ciary committee shall have supreme and final authority on all questions of interpretation of this constitution, by-laws, and student legislation, and on all disputes arising from student body or class elections, and shall, upon request of the executive council, render advisory opinions on the interpre tation of the constitution and by laws. BY-LAWS Article I By-Laws Section I. By-laws to this consti tution and amendments to such by-laws may be proposed by any member of this association and shall be adopted by a three-fourths majority vote of the University Congress. Article II Amendments Section I. Proposition of Amend ments. Clause 1. Amendments to this constitution may be proposed by a petition signed by 100 students who are members of this associa tion. Clause 2. Amendments to this constitution may be proposed by a two-thirds vote of the University Congress. Section n. Publicity. The pro posed amendments shall be pub lished in the Oregon Daily Emer ald on two successive publication days, and be voted upon by ballot of the members of this association one week from the date of the last publication. Section III. Adoption. A two* thirds majority of the ballots cast shall be necessary for the adoption of any amendment, provided that one-half of the members of this association cast ballots. Article III Adoption Section I. Adoption. The adop tion of this constitution super cedes and amends all other exist ing constitutions and by-laws of this association. v Article IV Preferential Voting (Same as in Article IV.of pres ent by-laws) Article V Duties of the Officers Section I. President of the Asso ciated Students of the University of Oregon. r Clause 1. The ASUO president shall administer the affairs of the Associated Students of the Univer sity of Oregon. Clause 2. The ASUO president shall appoint chairmen of all com mittees necessary to administer the affairs of the ASUO. Clause 3. The ASUO president will appoint, with the approval of the President of the University of Oregon, all student members of the Faculty-Student Committee. Clause 4. The ASUO president will prepare an annual budget to submit to the University Congress. Section II. Duties of the Vice president. Clause 1. The vice-president shall preside over the meetings of the University Congress. Clause 2. The vice-presid?<ak shall have the power to call special meetings of the Congress. Clause 3. The vice-president shall prepare and order of busi ness and cause it to be published in the Oregon Daily Emerald three days before each meeting of the Congress. Clause 4. The vice-president, in the permanent or temporary absence of the president, shall assume all duties delegated to The president of this association. Article VI Duties of the University Congress Section I. The control of all affairs and interests of the As sociated Students of the University of Oregon, except those specifically delegated to the president of the ASUO, and those delegated by the president of the University to other sources, shall be vested solely in the University Congress with the exception that all elections this association shall be conducted by the ASUO president. Section II. The University Con gress shall have regulatory powers over the senior class, the junior class, the sophomore class, and the freshman class, the Associated Women Students, the Women’s Athletic Association, Kwama, Skull and Dagger, Phi Theta Upsilon, Druids, Order of the “O”, Rally Squad, and all other organi zations which come under the jurisdiction of the Associated Stu dents of the University of Oregon. Section III. The University Con gress shall set rules and regula tions regarding the presentation to student opinion. Section IV. The University Con gress shal lset rules and regula tions regarding tthe presentation of athletic awards. Section V. The University Con-' gress shall pass on the budget for ASUO activities submitted by the executive branch of this organiza tion. Section VI. The University Con gress shall prescribe the rules and regulations that shall guide and determine the actions of the execu tive" branch.
