That Article 111 be amended as follows, “That an elective office known as the independent execu tive position shall be created. This officer shall have been in atten dance at least four terms in the University; he shall not be a mem ber, pledge, or associate member of any living organization during his term of office. The first shall be appointed by the executive council and thereafter to be elect ed at. the regular election.” And, that Art. 5 be amended as follows: “the Independent Execu tive officer shall be a member of the executive council, and will car ry out duties delegated to him by that body.” These amendments will be put to vote next Friday at the election of junior finance man. Peace Plebiscite Ballots Available Congregatonal Church Sponsor of Program A peace plebiscite will be taken Sunday morning, November 10, at the Congregational church as part of a national program of the Coun cil for Social Action, to find the attitude of American people to- ’ ward war. Ballots may be obtained during the week or Sunday morning at the Congregational church, locat ed on Thirteenth avenue and Fer ry street. The plebiscite will include the following questions: Will you bear arms in or otherwise support any war which the United States gov ernment may declare, any war de clared by the United States gov ernment against an international ly recognized aggressor, only a war in which the United States’ terri tory has been invaded, only a war declared by the United States gov ernment after making utmost use of every agency for peace, no war which the United States govern ment may declare ? Council to Give Final Decision at Meeting Green lids or no green lids will be the problem confronting the Frosh council when it meets today at 3 o’clock in the YMCA hut. Members of the council have spent the last week in discussing the question of frosh lids with groups in their living organization and the stand taken by freshmen on the traditional hats will be de termined today. The council, reorganized this fall after years of inactivity, ordi narily meets every other week, but this special meeting was called to find out what the frosh thought of wearing green lids in order that they may be purchased and sold as soon as possible, if the yearlings pass favorably on the question. Smith Offers (Continued from Page One) working plan for the enlargement of the vocabulary. He has quite successfully met a challenge that has '“stumped” the large body of grammarians—the challenge of teaching people how to extend the range and exactness of their vocab ularies. He not only recognizes and suggests the old stock theory of wide and correct reading as a means of gaining familiarity with the language, but he adds to this unique tests, exercises, (based on scientific study of reading habits) simple illustrations of correct us age. The book should be invaluable both to the student and to the lay man whose most common admit tance of educational shortcomings revolves about his inability to ex press himself in words that "fit.” No Odds (Continued from Page One) a host of sparkling gridiron lu minaries. Jumping Joe Gray, spectacular Oregon State passer, will be the lad the Ducks must watch most close ly. Jack Woerner, punting quar terbackterback; Tommy Swanson, iron man blocking half, and Happy Valley and Elmer Kolberg, full backs, are other outstanding Or ange stars behind the forward wall. Michek Leads Oregon Mighty Frank Michek, Scap poose unlimited, spearhead of Ore gon’s “cruncher” and “double cruncher” plays, is the ace Web foot ball toter. In support of Mi chek are Bob Braddock, leading ground gainer of the year, at right half; Bud Goodin, pass-heaver, at left half, and Johnny Reischman at quarter. In the Oregon line will be three potential all-coast stars — Stan Riordan, left end; Del Bjork, left tackle, and Captain Carter, left guard. The Beavers are boasting an all-coast prospect in Ken Dem ing, center. Weather conditions for the gi gantic struggle are uncertain. Should rain fall, it is possible that the Webfoots will benefit, for a sloppy field and soaked ball should reduce the efficiency of Oregon State's passing attack.
