    Change in Constitution of
Associated Students Will
Be Voted on Next Thursday
Following are the amendments to
the constitution and by-laws of the
Associated Students which will be
voted on by the students of the Uni
versity next Thursday, March 8.
ARTICLE II. Officers. See. 3—Duties
of Vice-President: The Vice-President
shall assume the duties of the President
in the absence of that officer. He shall
be a member of the Student Council and
of the Executive Council.
ARTICLE III. Executive Council.
Sec. 2—Membership: The Executive
Council shall consist of the following
members: (a) The President of the Uni
versity; (b) The President of the As
sociated Students, who shall be the pre
siding officer, without vote except in
case of tie; (c) Three members of the
faculty, one of whom shall be a gradu
ate of the University of Oregon, all of
whom shall be appointed by the Pres
ident of the University on or before
September 1 of each year; (3) three
alumni of the University of Oregon,
one of whom shall be a member of the
Board of Regents, all of whom shall
be appointed by a committee consisting
of the President of the University, the
President of the Alumni Association
and both the incoming and outgoing
President of the Associated Students;
this appointment to be made immediate
ly following the June Alumni meeting,
and in ease there is no satisfactory
person available who is both an alum
nus and a regent of the University,
the committee named is at liberty to
appoint another member of the Board
of Regents; (e) The Graduate Manager
of the Associated Students, who shall
be a non-voting member; (f) The Vice
President and Secretary of? the Asso
ciated Students; (g) One woman, who
shall be elected each year from the
senior class of the following year; and
(h) two men at large, one of whom
shall be elected every year from the
sophomore class to serve a term of
two years.
Sec. 3. Duties. Clause 6. All mo
tions of other organizations requiring
appropriations of student funds shall
be submitted to the Executive Council
by the Finance Committee for approval
before going into effect.
Sec. 4. Finance Committee. Clause
2. Duties: Three voting members of
the finance committee shall approve all
bills and shall sign all warrants for the
disbursement of all student body funds.
The finance committee shall prepare the
annual budget, with the assistance of
the Graduate Manager, which shall be
submitted to the Executive Council for
approval or revision on or before Jan
uary 15 of each year. This committee
shall act as comptroller of all student
sales and solicitations on the campus
or in the name of the Associated Stu
dents.
Sec. 5. Athletic Committee.
Clfcuse 1. Membership. This committee
shall consist of five members, four of
whom shall be members of the Execu
tive Council and two of whom shall be
students. There shall also be at least
one representative each of faculty and
alumni. In addition, the Graduate Man
ager shall be a non-voting member of
this committee, who shall act as Secre
tary. This committee shall be appoint
ed by the President of the University,
the retiring president and the president
elect of the Associated Students not
later than June 15 of each year, and
the chairman shall be named at the
time of the appointment.
Clause 2. Duties. This committee
shall be a sub-committee of the Exe
cutive Council. Tt shall keep informed
on athletic matters and advise the Exe
ecutive Council when needed. Further,
this committee shall safe-guard the in
terests of all athletics and shall assume
the supervision and direction, in so far
as the Associated Students have juris
diction, of those directly connected
with these activities, and promote pol
icies therein for the best interests of
the Associated Students. This com
mittee shall prepare and submit bud
gets for all athletics to the finance com
mittee. Further, it shall recommend
the election of all coaches, trainers, stu
dent managers, and all others connect
ed with athletics to the Executive
Council.
Clause 3. Vacancies. It shall be the
duty of the Executive Council to fill
any vacancies occurring in thsi commit
tee after its original appointment.
See. 6. Publications Committee.
Clause 1. Membership. This com
mittee shall consist of five members,
two of whom shall be members of the
Executive Council, and two of whom
shall be students. There shall also be
at least one representative each of
faculty and alumni. In addition, the
Graduate Manager shall be a non-vot
ing member of this committee, and
shall act as Secretary. This committee

each publication of the Associated Stu
dents to the finance committee. It.

organizations, otherwise provided in
this constitution, and shall advise the
Executive Council when needed. Fur
ther, this committee shall safeguard the
j interests of these activities, it shall
| assume supervision and direction of
j those directly connected with these ac
* tivities, and promote policies therein
j for the best interests of the Associated
■ Students to the Finance Committee. It
| shall make recommendations to the Ex
| ecutive Council for the election of stu
dent managers, tours, and other mat
ters when needed.

tee after its original appointment.
Sec. 8. Forensic Committee. (Same
as Clause 1, Sec. 6.)
Clause 2. Duties. This committee
shall act as a sub-committee of the Ex
ecutive Council. It shall keep informed
on these activities and advise the Ex
ecutive Council when needed. Further,
it shall safeguard the interests of all
forensics carried on in the name of the
Associated Students, and shall promote
policies therein for the best interests
of the Associated Students. Further, it
shall prepare and submit budgets of
these activities to the Finance Commit
tee. It shall make recommendations for
election of student managers of these
j activities to the Executive Council.

these activities to the Finance Commit

See. 5. Powers and Duties. Clause 3.

a corps of student managers for each
student activity. Names of such man
agers shall be suggested by the grad
uate manager to the committee of the
| Executive Council in charge of each
activity, and the committee shall then
; make recommendations to the Execu
: tive Council for appointments.
Clause 8. Committee Meetings. The
Graduate Manager shall attend such
committee meetings as are provided in
this constitution, and are necessary for
the best conduct of business.
! ARTICLE X. Finance. Sec. 1.

expended according to the budget submit
ted by the Music Committee of the
Executive Council.
ARTICLE XVI. Student Managers*
Sec. 1. Appointment. Student Mana
gers shall be appointed for student ac
tivities, as provided elsewhere in this
constitution.
Sec. 2. Duties. Student Managers
| shall act as assistants to the Graduate
I Manager, and shall take direction of
such -work as autliorizd by him. They
shall be responsible to the committee
of the Executive Council which is in
charge of the activity which they are
managing.
BY-LAWS
ABTICLE IV. Awards. Sec. 1. Ath
letic. Clause 3. Track. To any rep
resentative of the Varsity track team
winning nine points during one season
in dual Pacific Coast Conference con
tests, or one first place in a dual Pa
cific Coast Conference contest, or one
point in the Northwest Conference
Meet, or one point or fraction of a
point, with the exception of the relay,
which must he won, in the Pacific Coast
Conference Meet. This “O” shall be
a block “O” 6 1-2x7 1-2 x 1 1-4 inches.
Clause 10. To the Yell Leader who
shall conduct the official rooting. This
“O” shall be a block “O” 5 1-2x6 1-2
x 1 1-4 inches with a “Y” enclosed and
attached to the “O.”
Clause 13. Student Managers of Ath
letics. T'o student managers of ath
letics shall be given an “O” the same
size as that awarded in the sport which
they have managed, with an “M” en
closed by and attached to the “O.”
Clause 14. Cross Country. To mem
bers of the Varsity cross country team
winning the Pacific Coast Confernce
cross country contest. This “O” shall
be a block “O” 4 x 5 1-2 x 1 inches.
Sec. 4. Women’s Athletics.
Clause 1. General. The Executive
Council shall grant a lemon-yellow “O”
outlined in green on a white sweater
to any woman student who 'shall have
complied with the following point sys

| winning 1000 points.
Clause 3. The following point sys
tem shall be the basis for awarding the
! “0” sweater:
j 1. Class Teams.
(a) 100 points to members on 1st class
teams.
50 points to members on 2nd class
teams.
25 points to members on 3rd class
teams.
15 points to members on 4th class
teams.
(b) 25 points to 2nd player substitut
ing on 1st team.
15 points to 3rd team player sub
stituting on 2nd team.
5 points to 4tli team player sub
stituting on 3rd team.
(c) A substitute must play the equiva
lent of a whole game.
2. Doughnut Teams:
(a) 50 points to members on doughnut
teams.
(b) An individual who makes 100
points for the 1st class team
shall receive no points for
doughnut teams.
(c) 10 additional points shall be award
ed to the doughnut player who
makes the 2nd team.
(d) 5 additional points shall be. award
ed to the doughnut player who
makes the 3rd class team.
3. Hiking:
(a) 50 points to the individual who
