Article I.
Conduct of Business.
See. 1. Rr-ics of Order. Roberts'
Hull's of Order shall govern this Asso
ciation and all councils and committees
of (Ids Association in all cases where
they are applicable and in which they are
not inconsistent with the Constitution

Article II.
Financial.
See. 1. Distribution of Student Body
Tax. The annual dues of twelve (12)
dollars per capita shall be placed in the
general fund, to be drawn upon for use
in student body enterprises.
See. 2. General Fund. Any surplus
of funds accruing in any student enter
prise shall, at the end of the season, be
turned into a general fund to be admin
istered by the Executive Council for the
purpose of meeting deficiencies that may
arise in any other enterprise or for
meeting any other necessary expense.
Sec. 3. Salaries:

Article IV.
Awards.
Nee. 1. Athletic:
Clause 1. General. The official col
lege emblem, a lemon colored “O” on
navy blue sweater or jersey, bearing on
tlte left sleeve in woven lemon colored
stripes one-half (ya inch) inch wide the
cumber of stripes indicating the number
of times emblems have been won in the
branch of athletics for which the sweater
or jersey is given, shall be awarded.
Clause 2. To any representative of
the Varsity Football Team who has
|ds.\ed one full half in the first line-up
or thirty (.10) minutes total in parts of
luree halves in the second line-up in a
I ncific Coast Conference contest, or by
ploying any part of an intersectional
game. This “O” shall be a block “O"

( lause .1. Track. To any representa
tive of the Varsity track team winning
nine points or one first place in a dual
Northwest conference contest, or one
point in the Northwest conference meet,
or one point or fraction of a point in
the Pacific Coast conference meet. This
“O” shall be a block “O,” fiy.x7y.xli4
inches.
Clause 4. Baseball. T’o any repre
sentative of the Varsity baseball team
playing in five conference games or in
tercollegiate championship games, ex
cepting pitchers who shall pitch twenty
two innings. This “O” shall be a .block
“O,” 4x514x1 inches.

1)0 recognized by n star in its regular
position and of the regular size, but in
stead of the regular color it shall be
black regardless of what sport. This
star or stars shall supplant one of the
others and shall be considered as the,
service star for that year or years that
the man was captain, but each man
shall be entitled to one and only one
star for each season's work. However,
this shall not be construed to mean that
emblems won and years turned out in
one of the above activities shall be
counted together with those of another
activity to make up the number required,
or that one man shall receive more than
one official blanket.
Clause 12. Who to wear awards. The
official “O” shall be worn only by stu
dents, ex-students and graduates of the
I Diversity of Oregon according to the
regulations adopted by the Associated
Students.
Sec. 2 Forensics:
Clause 1. Gold “0.” A University
representative in intercollegiate oratory
or debate shall be awarded by the For
ensic Council, the official debate and
oratory emblem a gold block “O” 5x8%
1-8 inches in dimension. No represen
tative shall receive more than one such
emblem in any one college year.
Clause 2. Shield. To any University
representative in intercollegiate oratory
or debate, who has won three official
emblems in any one enterprise or who
has represented the University two
years in oratory, shall be given one of
ficial oratory and debate shield. This
shield shall be ten (10) inches long, its
other dimensions being in proportion,
made of black hardwood and with a
bronse University of Oregon seal on it.
It shall also bear the winner’s name and
the name of the enterprise for which it
is awarded.
1. Graduate iManagcr. The Graduate
Manager shall receive a salary to be
fixed by the Executive Council.
2. The Comptroller of the University
shall receive no salary for his services
as Treasurer of the Associated Stu
dents. Assistants in his office who un
der his supervision shall handle clerical
work in connection with funds of the
Associated Students shall receive com
pensation decided upon by the Graduate
Manager and Executive Council.
:!. The editor and manager of the
Emerald shall each receive as compensa
tion four hundred ($400) dollars per
year, to be paid out of the earnings of
the publication. Should there be a sur
plus after all expenses of the publication
have been settled, the editor-in-chief
and manager shall each receive twenty
five per cent of the surplus, and the
remaining fifty per cent shall 'be”turned
in to the student body treasury. How
ever. should the earnings of the publica
tion for any year not be sufficient to
pay in full the editor and business man
ager the amount earned shall be divided
equally among them.
4. Editor and Manager of the Ore
gana. The editor-in-chief and the busi
ness manager of the Oregana shall each
receive as compensation one hundred
($100) dollars, to be paid out of the
earnings of the publication. However,
should the earnings of the publication
for any year not be sufficient to pay in
full the editor and the business manager,
the amount earned shall be divided
equally between them. Any surplus
after all the expenses of the publica
tion have been settled, shall accrue to
the Student Body treasury.
Sec. 4. Dues to Association. The
dues of the University of Oregon to the
Intercollegiate Oratorical Association,
the Intercollegiate Debating League, the
Intercollegiate Amateur Athletic Asso
ciation of Oregon, and several dues and
assessments as the Association may
deem fit. shall be paid from the treasury
of the Association.
Clause 5. Tennis. To any represen
tative of the Varsity tennis team who
shall win the conference championship
of the Northwest. This “O” shall be
an Old English “O” four inches high.
Clause 6. Basketball. To any rep
resentative of the Varsity basketball
team playing ten (10) full halves in con
ference games. This “O” shall be a
block “O” 4x5*4xl inches.
Clause 7. Wrestling. To any rep
resentative of the Varsity wrestling
team who shall win his event in any con
ference match. This “O” shall be a
block “O” 4x514*1 inches.
Clause 8, Service. To any man
whom the Executive Council sees fit to
grant an “O,” the kind to be determined
according to the service which he has
rendered.
, Clause 0. One Award a Year. No
member of any of the above teams shall
receive more than one sweater or jersey
during any one college year, although he
shall receive as many emblems as he
may earn.
Clause 10. To the yell leader who
shall conduct official rooting. This sym
bol shall be a medium sized “O” with
“Y” inseparable enclosed by and at
tached to the “0.”
Clause 11. Blankets. To any mem
ber of the above teams who has won his
emblem for three years in either Track.
Football. Baseball or Basketball, and
who has turned out for four years in
either of these activities^ shall be given
in addition to a sweater or jersey, one
official Green Indian blanket, 5x7 feet
in dimensions, with an interwoven lemon
colored block “O,” 10x12x2 inches in
dimensions. Above this letter blue
stars shall be placed for football recog
nition, white stars directly below it for
track, yellow stars to the left for base
ball, and red stars to the right for bas
ketball. These stars shall be five point
ed, with points lying on the circle '3y2
inches in diameter, and shall be placed
on the blanket in a straight line paral
lel to the nearest side of the letter and
the nearest point four inches from it.

resentative who lias won his emblem in
intercollegiate oratory or debate there
shall be accorded the honor of having his
name engraved on a “brass shield of
honor” as a permanent record of his ser
vice to this University. For every ad
ditional emblem secured by such repre
sentative the Executive Council shall
have engraved with the name on an ap
propriate symbol indicating the time and
the number of years of service.
Sec. .T. Mfisical:.
Clause 1. Men’s Glee Club. Each
member of the Glee Club shall be award
ed a gold pin in the form of an “O.” %
by 3-S inches with the world “Glee
Club” engraved upon it. and in the cen
ter of which shall be an eighth note (set
with one pearl) as the Glee Club in
signia. No member shall receive more
than one such emblem.
Clause 2. Girls’ Glee Club. Each
member of the Girls’ Glee Club shall be
awarded a gold block “O,” 3-8x1-16x14
inches, with the word “Glee Club” en
graved upon it. No member shall re
ceive more than one such* emblem.
Sec. 4. Women's Athletics:
Clause 1. General. The official
award shall be a navy blue sweater with
a lemon “O” oval on the left pocket and
a felt band of lemon color on the left
sleeve. This “O” shall be four by two
and one-half inches in dimensions and
the band one-half inch wide.
! Clause ,2. The sports for which these
awards will be given shall be, hockey,
basketball, tennis and swimming. The
award for each of these sports shall bo
the same.
Clause 3. Hockey. To each woman
making the Varsity team and any sub
stitute who plays two halves of inter
collegiate hockey during one season,

man making the Varsity team and any

Rules for Elections.
See. 1. Any person may be nominated
by petition of 50 members of the stu
dent body, provided the, petition is filed
with the Secretary of the Associated
Students not later than two days after
die regular nominations are held.
See. 2. Ballot. The “Australian
Ballot” shall be. used in all Student
Body elections.
Sec. 3. Polls Open. The polls shall
he open from }) a. m. until 3 p. m.
Sec. 1. Election Officers. There shall
be at the polls, at all times one inspector,
one ballot distributor and one clerk.
Sec. 5. Ballot Distribution. The bal
let distributor shall give but one ballot
to each voter, and ballots shall be re
i lived from no other source.
Sec. 6. The Clerk. The Clerk shall
he provided with the official poll book by
'lie Treasurer which must be certified
by the Registrar of the University. No
on" shall be allowed to vote unless his or
h11' name appears upon the official poll
book.
Sec. 7 Electioneering. No election
ei i ng or soliciting of votes shall be per
mitted within the limits established

Sec. S. The Count. The ballots shall

I lause Tennis. To each woman
who has played at least four matches of
intercollegiate tennis during one season.
Clause 6. Swimming. To each wo
I who has entered an intercollegiate
swimming meet and has won three
places in races or forty points in form;
or thirty points in form or one place in
races; or twenty points in form and two
places in raees. Places may be first,
second or third. Dives ami form are to
be granted on a basis of ten:nine:eight.
Clause 7. No woman shall receive
more than one sweater during her col
lege career but after having won one
sweater she shall receive ail “O” and
sleeve band for each year that she rep
resents her University as stated above.
Clause S'. The sweaters and “O’s”
shall be awarded at the end of each
school year beginning with the school
year of 1017-1918.
Sec. 5. Emerald. To euch of 111
regular members of the editorial and
news staff and five members of the busi
ness staff of the Emerald who shall be
judged the most deserving under a sys
tem of determining awards devised by
the editor and manager of the Emerald
and approved by the Student Council
shall be awarded n gold block "O” three
eights by three-thirty-seconds by five
sixteenths with the words Emerald em
bossed diagonally across a sunken back
ground of dull finished gold within the
letter. On the surface of the “O” shall
be engraved the year during which it was
won and for each additional year of ser
vice on either staff, the holder shall bo
entitled to additional engraved numerals i
indicating the additional year or years of,
service. No person shall receive more j
than one such emblem.
Article V.
Captains.
See. 1. Eelection. Immediately after
the close of each season for which any
regular team has been organized, a cap
tain for the following, season shall be
elected. All players who have won thej
“O” in active competition during the
season just closed shall be entitled to
vote in said election, which shall be
presided over by the Graduate Manager.
All voting shall be by ballot, and no per
son shall be considered elected who has
not received a majority of all votes cast.
The Graduate Manager shall have no
right to vote.
Sec. 2. Duties, Captains shall per
form such duties as usually appertain to
their positions.
, Sec. 3. Vacancies. In case of death,
sickness, resignation or absence from
college of any regular captain, a succes
sor shall he chosen v'according to the
original method.
Article VI.
Amendments.
See. 1. These liv-Laws may be amend
ed by a two-thirds vote of those present
at a regular meeting of the Associated
Students.
Article VII.
Special Enactment.
Sec. 1. Amendments to old Constitu
tion and By-Laws between March 10.
1921 and the time this .constitution goes
into effect shall be incorporated in tiiis
Constitution.
See. 2. Officers as provided in this
Constitution shall be nominated and
elected in May of 1921 and installed on
the first Thursday of June, 1921, on
which date this Constitution shall go
into effect.
Sec. 3. The Junior member of the
present Executive Committee shall serve
out his term as the senior member at j
large ou the Executive Council.
Sec. 4. Activity committees shall be
appointed before June 1, 1921, as pre
scribed in this Constitution but shall be
approved by the Athletic Council and
Executive Committee in joint session.
