Text of Revised Constitution Submitted Today for Vote Next Week THE CONSTITUTION AND BY-LAWS PREAMBLE We .the students of tlip University of Oregon, in order to provide an organiza tion for itbe settlement of certain mat ters of general student concern, do or dain and establish the following Constitu tion and By-Laws: CONSTITUTION. Article I. Name and Membership. Sec. 1—Name. The name of the asso ciation of students under this constitution shall be the Associated Students of the Cniversity of Oregon. See. 2—Membership. All registered students in the University of Oregon shall be active members of the Assoeiat ,.,1 Students of the University of Oregon, providing such membership has not been forfeited by non-payment of the annual assessment described in Article X, Sec tion 1. Article II. Officers. See. 1—General Officers. The offi cers of this association shall be a Presi dent. a Vice-President, a Secretary, a Treasurer, and a Graduate Manage:', all of whom, excepting the Graduate Man ager and Treasurer, shall be chosen from the Junior and Senior classes of the fol lowing year. Sec. 2—Duties of the PresjbJent. The President shall preside at ail meetings of the Association and shall perform th(> usual duties of that office. He shall he presiding officer of the Executive Council arid Student Council. Sec. ‘1—Duties of Vice-President. The Vice-President shall assume the duties of the President in the absence of that officer. lie shall be a member of the Ex ecutive Council and the Student Council. Sec. 4—Duties of Secretary. The Sec retary shall keep a. record of all pro ceedings of the Association and at the close of the college year shall file the above-mentioned records with the Regis trar of the University. The Secretary shall also be a member of the Executive Council and the Stu dent Council and shall act as secretary for both councils. Sec. 5—Duties of Treasurer. The du ties of tlie Treasurer shall be laid down in'Artiele VII of this constitution. Sec. (1—Duties of Graduate Manager. The duties of the Graduate Manager shall be laid down in Article VIII of this Constitution'. •Sec. 7—Vacancies. The Vice-President shall assume the duties of the President of the Associated Students in the case of vacancy in fliat office. A vacancy in the offices of Vice-President or Secre tary of tlie Associated Students shall be filled by a special election. Article III. Executive Council. Sec. 1—Name. The name of this or ganization shall be the Executive Council 'of the University of Oregon. See. 2—Membership. The Executive Council shall consist of the following members. (A)—The President of the Cniversity. (R)—The President of the Associated Students, who shall be the presiding officer, without vote except in ease of tie. (C)—Three members of the faculty, one of whom shall be a graduate of the University of Oregon, all of whom shall be appointed by the President of the University on or before September 1 of each year. (D)——One member of the alumni who shall be elected by the Alum ni Association at its annual meeting in June. (E)—The Graduate Manager of the Associated Students, who shall he a non-voting member. (F)—The Vice-Pres ident and Secretary of the Associated Students. (G)—One woman, who shall be elected each year from the Senior class of the following year. And, (Hi Two men at large, one of whom shall be elected every year from the Sophomore class to serve a term of two years. Sec. 3—Duties. Clause 1. It shall be the duty of the Executive Council to require all officers of the association to comply with the pro visions of ithe constitution and to exer cise all other powers in connection with student affairs not delegated by this constitution to other sources or reserved for the Association itself. Clause 2. The Executive Council shall have full control over all athletics, for ensics, and other student body activi ties not delegated to any other organi zation by this constitution. Clause 3. The Executive Council shall elect the Graduate Manager and select all coaches and trainers, subject to the approval of the President of the l niversity. It shall approve all sched ules of all divisions of student activities. Clause 4. The Executive Council shall appoint all student managers of all student body activities, after consulta tion with the Graduate Manager. All stu dent. managers shall be under the super vision of, and directly responsible to, the Executive Council. Clause 5. The Executive Council shall approve all budgets made for re spective divisions of University activi ties. Clause 0. All motions of all other or ganizations requiring appropriation of student funds shall be submitted to the Executive Council for approval before going into -effect. 4—Finance Committee. Clause 1. Membership. The members of the finance committee shall consist of one faculty member of the Executive council, who shall be designated by the ! resident of the University and the Pres ident of the Associated Students; the Secretary of the Executive Council, the ' iee-President of the Associated Stu dents and the two men members at large of the Executive Council; the Graduate Manager shall be a non-voting member of tnis committee. The presiding officer or the committee shall be the senior member at. large. The Secretary of the council shall act as its secretary. 1 lause 2. Duties. Three voting mem jVS °f the finance committee shall ap I>!| >ve all bills and shall sign all war rants for the disbursement of all stu nent body funds. The finance committee Miall prepare the annual budget, with the stance of the Graduate Manager. shall be submitted to the Execu tlve I ouncil for approval or revision on °r before January 15 of each year. 1 lause 3. Emergencies. During the scation or in times of emergency the •raduate Manager, upon the written ap proval of the faculty member of the i mance committee, or the President of The University, or whom he may desig nate, may make expenditure of student node funds. Any disbursement of student funds un tier the emergency clause .shall be re l.orted to the finance committee at its next regular meeting. Claus 4. Membership. The following activity committees shall be appointed befoie .June 1 of each year bv the l’res of the University and the presi dent-elect and retiring president of .the Associated Students, subject to the ap pioval of the retn-ing executive council. (A) football Committee. (B)_Track Committee (C)— Basketball Commit tee. (1>)—Baseball Committee. (EV—Mi nor Athletics Committee. (F)—Women’s Athletics Committee. (G)—Forensics ( ommittee. (H)— Publications Commit tee. (I)—Musical Organizations Com mittee. There shall be a student majority on each activity committee, with the re quirements of one faculty member on each committee and at least one alumni member on each athletic committee. The members of the activity committee shall hold office for one year or until replac ed by the Executive Council. Xo coach or trainer shall be a member of any ac tivity committee. Clause 2. Duties. The activity com mittee shall safeguard and promote the interests of the student activity which the,\ represent: shall make recommenda tions to the Executive Council reanrd mg matters of policy: and shall submit estimates for the budget for their re spective activities to the finance com mittee. ( lause 3. Vacancies. Vacancies in the activity committees shall lie filled bv the President of the University, the Presi dent of the Associated Students and the presiding officer of the finance com mittee. subject to the approval of the Executive Council. Sec. 6—Meetings. Clause 1. Regular meetings of the Executive Council shall be held on the first and third Wednesdays of each month of the college year. Clause 2. Special meetings of the Ex ; ecutive Council shall be held on the call of the president of the council or on the written request of two members; pro vided. _ however, that all members shall be notified at least twenty four hours be fore the time set for the' meeting. , Sec. 7—Quorum. Six members of the Executive Council shall constitute a quorum, four of which must he students and one either a faculty member or an alumnus. No member of the Qouncil shall vote by proxy. Sec. 8—Vacancies. Anv vacancy oc curing on the Executive Council shall be filled by the remaining members of the couneil unless otherwise stipulated by this constitution. Article IV. Student Council. Sec. 1—Name. The name of this or ganization shall be the Student. Council of the University of Oregon. Sec. 2—Membership. The Student Council of the. Associated Students shall consist of fourteen members. It shall be composed of the President. Vico Pres 1 ident. and Secretary of the Associated Students, the Editor of the Oregon Daily Emerald, the 1‘resident of the Woman’s League, three men and two women from the senior class of the following year, and two men and one woman from the Junior class of the following year, and one man from the sophomore class of the pillowing year. Sec. ::—Duties of Student Council. The duties of the Student Council shall be: 1. To act as an intermediary between faculty ami students. T° assist, advise and eo-opernte with the yell leader in his duties and to supervise features connected with uni versity rooting. The student council shall pass upon tin' qualifications of the two assistant yell leaders to be appointed by the elected yell leader. •!. To direct the entertainment of the visiting teams or any others who are guests of the University. 4. To represent the Associated Stu dents regarding matters of the policy of ™ * Diversity Infirmary. A standing Health Service Service Committee” shall be appointed at the beginning of each school year. To assume charge of all other items of importance in which the students may be directly interested and which are mot specifically ascribed t# the Executive Council. 0. To act as a board of appeal before which any student directly connected with the University of Oregon may place questions of student welfare. '• Li) take charge of all elections of tile Association under the stipulation's prescribed in this constitution. Sec. 4—Duties of Officers: < lanse 1. The President shall preside at all meetings and shall perform the duties pertaining to that office. Clause 2. The Secretary shall keep an accurate account of all minutes and per form all the duties pertaining to that of fice. Sec. .i Mootings. Regular meetings of the Student Council shall occur the second and fourth Wednesday of each school month. Special meetings mav be called by the President or u]k>u written request of any three members. Sec. G—Quorum. A majority of the members of the Student Council shall constitute a quorum. Sec. 7—Vacancies. Should nnv va* fancy occur in the Student Council, it shall be filled by appointment by the President of the Associated Students. Article V. Publications. Sec. 1.—The Oregon Emerald. Clause 1. The name, of this publica tion shall be the “Oregon Daily Emer ald.” , Clause 2. Duties of the Editor. The dies of the editor shall be as follows: He shall— !•. Have general supervision over the publication of the paper. 2. Preside at all meetings of the edi torial staff. 3. Direct the policy of the paper, and 4. Appoint what assistants he needs. Clause .'I. Duties of Manager. All disbursements shall be made through the Treasurer by vouchers sign i'd by the Emerald Manager and approved by the finance committee of the Execu tive Council. ■1. Be provided with a revolving petty cash fund by the Executive Council, and 4. Within one week after the end of each term shall make complete reports to the Executive Council. Appoint, what assistants he needs. Sec. 2—The Oregana. Clause 1. Name. This publication shall be known as the “Oregana.” Clause 2. Time of lbiblication. The "Oregana” shall be published in the nytnth ot May of each voar. Clause ”, Duties of Editor. The du ties of the editor shall be as follows: He shall— 1. A vacancy in the office of editor-in-ehief of the "Oregon Daily Emerald” shall be filled by a spe cial student election. A vacancy in tin office of editor-in-chief of the “Oregana” shall be filled by appointment by the Stu dent Council. Article VI. Musical Organizations. Sec. 1—Wen’s Glee Club: Clause 1. Name. The name of this organization shall be “The University of Oregon Glee Club.” Clause 2, Organization. The Glee C1 ul> shall retain its individual organ ization; except that, its manager shall 1m the Graduate Manager, elect its own of fieers, with the exception of the student manager, levy and collect fines and dues in accordance with its constitution, and he governed by its constitution so long as this constitution docs not conflict with that of the Associated Students. Tht Graduate Manager and President of the Glee Cluli. together with the Executive Council of the Associated Students, shall decide all matters pertaining to concerts and concert, tours. See. 2—Girl’s Glee Club: Clause 1. Name. The name of this organization shall be "The University of Oregon Girl’s Glee Club.” Clause 2. Organization. “The Uni versity of Oregon Girl’s Glee Club” shall retain its individual organization; except that its manager shall be the Graduate Manager, elect its own officers, with the exception of the student manager, levy and collect fines and duos in accordance with its constitution, and he governed by its constitution so long ns its constitu tion does not conflict with that of the Associated Students, Clause ”, Control Over Tours. The Graduate Manager and the President of the "University of Oregon Girl’s Glee Club.” together with the Executive Council of the Associated Students, shall decide all matters pertaining to concerts and the Concert tours. Sec. S—The U. of 0. Band: <llausc 1. Name. The name of this organization shall be the “University of Oregon Band.” Clause 2. Organization. The band shall retain its individual organization; except that its managers shall be the Graduate Manager, elect its own offi cers. with the exception of the student manager, levy and collect fines and dues m accordance with its constitution, and be governed by its constitution so long as this constitution does not conflict with that of the Associated Students. Clause Control Over Tours. The Graduate Manager and President of the Band, together with the Executive Coun cil of the Associated Students, shall de cide all matters pertaining to concerts, concert tours and rewards for service in the band. Sec. 4—The University of Oregon Or chestra: Clause 1. Name, The name of this irganization shall be.the ‘‘University of Oregon Orchestra.” Clause 2. Organization. The orches tra shall retain its individual organiza tion; except that its manager shall be the Graduate Manager; shall elect its awn officers, with the exception of the student manager, levy and collect fines and dues in accordance with its consti tution, and be governed by its constitu tion so long as this constitution does not •onfliet with that of the Associated Stu dents. Clause .‘1. Control Over Tours. The Graduate Manager and President of the Orchestra, together with the Executive Council of the Associated Students, shall decide all matters pertaining to concerts, concert tours, and rewards for services in the orchestra. Article VII. Treasurer. See. 1—The University Comptroller shall act as Treasurer of the Associated Students. See. 2—Qualifications. Clause 1. The Treasurer shall be held under .the bonds required by the Hoard of Regents of the. University. See. :?—Duties. The duties of the Treasurer shall be as follows: 1. Receive all moneys ncenring to the Association. 2. Collect all dues and assessments. ‘1. Pay all bills and warrants ap proved by three members of the finance committee of the Executive Council. 4. Keep an accurate account and make a report' of the same to the Exe cutive ((ouneil on, or before the 1st day of jTanuar.v of each year. f». Collect at. registration the regular class tax as specified in Article X of this constitution. t(. The Treasurer shall apportion the funds so collected among the various classes according to their respective numbers. 7. Shall order and issue to the Gradu ate Manager all tickets to athletic con tests and student body entertainments and shnll check up on sale of said tick ets. And shall also order and issue all student hotly tickets at time of regis tration. H.
