SWEATERS UNITED TO ONE CEO TEM Constitutional Revision Would Give Blankets, Kill Monthly, and Help Choral Club. The text of the By-Laws of the Student Body constitution and of the departments of it relating to athlet ics and publications and the changes proposed by the special committee, are published herewith. The most important changes are those limiting the number fo sweaters an athlete may receive to one a year, and, in ad dition to the sweaters, awarding a blanket, instead of a sweater to a man participating four years and making the team three, abolishing the Oregon Monthly, and making the Choral Club a Student Body activity. BY-LAWS ARTICLE I. Section 1. Robert’s Rules of Or der shall govern the Association in all cases where they are applicable and in which they are not inconsistent with the Constitution of By-Laws of this Association. Sec. 2. Order of business at reg ular meetings: 1. Reading of minutes of previ ous meeting. 2. Report of standing committees. 3. Report of special committees. 4. Unfinished business. 5. New business. 6. Adjournment. Sec. 3. The Student Body dues shall be turned into a general fund, with the exception of three per cent, which shall go to the Treasurer of the Associated Students, and fifteen per cent, which shall be devoted to Student Body publications. To read: The Student Body dues shall be turned into a general fund, with the exception of three per cent, which shall go to the Treasurer of the Associated Stu dents, as compensation for ' h'is services. General Fund. Sec. 4. Any surplus of funds ac cruing in any student enterprise shall, at the end of the season, be turned into a general fund to be adminis tered by the executive committee for the purpose of meeting deficiencies that may arise in any other enter prise or for meeting any other nec essary expenses. Sinking Fund. Sec. 5. Any surplus of moneys ( remaining at the close of the college year in the hands of the Treasurer of ’ the Associated Students, shall be turned into a special fund to be known as the Sinking Fund of the , Associated Students. This fund shall be held in reserve for the purpose of > making improvements in the athletic grounds of the University, or for any ' other purpose which, by a two-thirds 1 vote the Student Body shall see fit to make; and a two-thirds vote of * the members present at any regular meeting shall be necessary to draw * any money whatsoever from the Sinking Fund. ARTICLE II. < Section 1. The graduate manager shall present a complete financial re * port of each game, concert tour, or contest, within one week after such game, concert, concert tour or con * test, shall have been played, given or held, and managers of all college ’ -papers report within one week after the end of each semester. Sec. 2. The graduate manager - shall turn over to the credit of the Treasurer of the Associated Stu * dents all moneys accruing from each game, concert, concert tour, or con test, from subscriptions, advertise i ments, and shall approve in writing all bills contracted by him. All bills * shall be paid by the Treasurer of the Associated Students. Sec. 3. All sections of the By-Laws . contrary to this Article are hereby and by virtue of this Article repealed ' and stricken out. ATHLETIC DEPARTMENT article I. . Section 1. The management of the athletics of the University of Ore * gon shall be in the hands of an ath letic council, and shall be governed bj ■ rules formulated to govern said coun f cil. T Sec. 2. The athletic council shal consist of the President of the Uni versity, three members of the Faculty, three members of the Alumni, and three undergraduates. Sec. 3. The underg aduate mem bers of the athletic council shall be elected on the second Wednesday in May, to hold office from commence ment day through the ensuing year. ARTICLE II. Awards. Section 1. The official college em blems, a lemon colored “O” on navy blue sweater or jersey, shall be awarded— 1. To any representative of the Varsity football team who has played 1 one full half in the first line-up, two halves in the second line-up, or three parts of halves in the second line-up, in a conference contest or an intercollegiate championship contest. This “O” shall be a block “0” 7Msx 8%xl% inches in dimension. 2. To any representative of the Varsity track team winning nine points or one first place in a con ference contest or intercollegiate championship contest, (except North west conference meets wherein any point shall entitle a man to a letter). This “O” shall be a block “O,” 6tix 7V4xl'/J inches. 3. To any representative of the Varsity baseball team playing in five conference games or intercollegiate championship games, excepting pitchers who shall pitch twenty-two innings. This “O” shall be a block “O,” 4x5x/6xl inches. 4. To any representative of the Varsity tennis team or teams who shall win the conference champion ship of the Northwest. This “O” shall be an Old English “O” four inches high. 5. To any representative on the Varsity basketball team playing ten full halves in conference games. This “O” shall be a block “O,” 4x5x1 inches. To add paragraph 6, to read: To any man whom the athletic council sees fit to grant an “O,” the kind to be determined according to the service which he has rendered. Sec. 2, Each member of the above teams shall be privileged to wear the Varsity caps. These shall be navy blue eaton caps and the emblems on them shall be as follows: 1. For football, the block “O” with the letter “F” and “T” on each side and the letter “B” above. 2. For track the block “O” with the letters “T” and “T” on each side. 3. For baseball the Roman “O” \ with the letters “B” and “T” on each | side and “B” above. ! 4. The “O’s” shall be lemon yellow in color and ltixl^xl1^ inches in size. The other letters shall be of the same color and %x% inches in size. Sec. 3. At the close of each ath letic season the President of the As sociated Students shall call a meeting of the Student Body and award the “O’s” to the men whom the athletic council have declared entitled to wear ! them. To amend by striking out all of Section 2 and substituting Sections 2 and 3 as follows: Sec. 2. No member of any of the above teams shall receive more than one sweater or jersey during any one college year, although he shall receive as many emblems as he may earn. Sec. 3. To any man who has won i his emblem for three years in either i track or football and who has turned out for four years in either of these activities, shall be given in place of a sweater of jersey, one offi cial green Indian blanket, 5 feet by seven feet in dimension, with an inwoven lemon-yellow block “O,” ten inches by twelve inches by two j inches in dimension. This shall not be construed to mean that emblems won in track and football shall be counted together to make up the required number. Sec. 4. At the close of each ath letic season the President of the As sociated Students shall call a meeting of* the Student body and award the , “O’s” to the men whom the athletic council have declared entitled to wear them. UNIVERSITY OF OREGON MONTHLY To amend by striking out this whole department. PUBLICATIONS Oregon Emerald ARTICLE I. , Section 1. This publication shall be known as the “Oregon Emerald,” and shall be published regularly twice j each week during the college year. To amend Sec. 1. to read as fol low’s: This publication shall 'be known as the Oregon Emerald and shall be published regularly three times each week, or more often, during the college year. ARTICLE II. Section 1. The publication of this paper shall be in the hands of an edi tor-in-chief, a business manager and an assistant business manager. The editor-in-chief shall be elected in May to serve for the first semester of the following year, and a second election shall be held in January to elect the editor-in-chief for the second semes ter. The business manager and the assistant business manager shall be elected each May to serve for the fol lowing year. The editor and manager shall determine what assistants they need, and the same shall be appoint ed by the executive committee, in con junction with the editor and mana ger. The assistants shall be chosen as far as possible by competitive try out. To amend by striking out the words: “The assistant business: manager,” and “executive commit tee.” Also to amend the second and third sentences to read: The editor-in-chief shall be elected at the regular Student Body elections to serve the following year. To amend by adding Section 2 to read: Should a vacancy occur in either the office ot the editor-in chief or business manager, the same shall be filled at a special election of the Student Body. ARTICLE III. Section 1. The editor-in-chief shall have general supervision of the pub lication of the paper. He shall pre side at all meetings of the editorial staff and shall direct the po’icy of the paper. Sec. 2. Associate editors shall work under the direction of the edi tor-in-chief. Sec. 3. The business manager shall have charge of the finances of the publication. He shall approve all bills in writing and shall collect all debts due the paper. Sec. 4. The editor-in-chief shall re ceive each year as compensation one hundred dollars ($100.00) and the manager seventy-five dollars ($75.00), to be paid out of the earnings of the publication; and if the earnings of the paper for any year are not suffi cient to pay in full the editor-in-chief and manager, the amount earned shall be divided among them in ratio of their respective salaries. To amend to read as follows: The editor-in-chief and the business manager shall each receive as com pensation $100.00 per year, to be paid out of the earnings of the publication. Should there be a sur plus after all the expenses of the publication have been settled, the editor-in-chief and the manager shall each receive fifteen per cent and the remaining seventy-five per cent shall be turned into the Stu dent Body treasury. However, should the earnings of this publi cation for any year not be sufficient to pay in full the editor and man ager, the amount earned shall be divided equally between them. GLEE CLUB ARTICLE I. Section 1. The name of this organ ization shall be “The University of Oregon Glee Club.” ARTICLE II. Section 1. The Glee Club shall re tain its individual organization, ex cept the manager, who shall be the graduate manager, elect its own offi cers, levy and collect fines and dues in accordance with its constitution, i and be governed by its constitution so : long as this constitution does not I conflict with that of the Associated Students. Sec. 2. All money accruing from concerts and concert tours shall be , deposited with the treasurer of the Associated Students within one week : after the last concert. ARTICLE III. Section 1. After each and every concert tour the graduate manager 1 shall furnish a written financial re port to the executive committee of the Associated Students, and at the i end of the collegiate year he shall furnish a final report to the same | committee. ARTICLE IV. Section 1. The president and grad uate manager, together with the exe cutive committtee of the Associated Students, shall decide all matters pertaining to concerts and concert tours. ARTICLE V. Section 1. Each member of the Glee Club shall be awarded a gold block “0,” 94 x *6x^6 inch, with the words “Glee Club” engraved upon it. No member shall receive more than one such emblem. To amend by adding Article VI, Section 1, to read: The Women’s Choral Club shall be governed by the same provisions that apply to the Glee Club, excepting that the members of this club shall not be entitled to emblems. OTHER DEPARTMENTS In the departments of Oratory and Debate, and Athletic Council, the only changes recommended are such as are necessary to eliminate contradictions and to make the various provisions as they stand consistent with one another.
