has fathered the crisis-ridden
project for 'three years, said
"the state has met its require
munis. It's now up to Boeing.
We expect an appropriation to
be authorized by the company's
directors at their meeting to
day." .
J.oren Hicks, legal advisor to
Gov. Mark Hatfield, said "the
sfate has now completed its
part, and the lease and attach
mcnts and title policy have gone
to Boeing."

Hicks commented "I think the
big hurdle is now passed and

Saalfcld said final review of
the documents by his staff,
planning and development
workers, and Anderson was
completed at 12:45 a.m. Satur
day. Today was the deadline for
perfecting the title.
Saalfeld said Boeing has 1
days from receipt of the docu
ments for review, tad if any
last-minute flaw is discovered,
the state has 90 days in which
to correct it.
Saalfcld added: "It looks good
I'm pretty confident about the
whole project now.
Boeing signed a 77-year, $4.6
million lease of the property
with the state earlier this year.
But legal clouds on the title
have resulted in postponements
of Boeing's exercise of the
lease.
Boeing is expected to develop
a rocket testing facility at
Boardman.

Youth Dies
Of Beating;
Mother Held
AMAR1LLO, Tex. (UPI)
Airman Q.C Henry A. Binning,
28, was deeply worried about
the way his wife neglected or
beat the couple's five children
but he dared not seek help.
Hit. pregnant wife, Mrs. Eila
Mae Binning, 25, threatened to
kill herself and all the children
if be did. .
She was particularly resent
ful of Marcus DeWayne, and
Elizabeth Roxanne, both S. Mrs
Binning thought her husband
ran around with other women
while she was pregnant with
them.
The two children were born
11 months apart.
Saturday, Marcus got in an
argument with the other chil
dren and Mrs. Binning beat him
with a hammer. She also beat
Roxanne.
Mrs. Binning called an ambu
lance but by the time the boy
got to the hospital he was dead.
Attendants said he had two
broken legs, a fractured arm
bruises, and rope burns on his
neck. He .had teeth marks all
over his body. '
Roxanne, suffering from mal
nutrition, was reported in fair
condition with a possible skull
fracture, bruises and mutilated
fingers and toes.
The couples' other children
aged 7, 2, and 1, were placed
in the Randall County Welfare
Home. They apparently had not
been beaten, but all were suf
fering from malnutrition.
Justice of the Peace Bill Wil
son ordered Mrs. Binning held
without bond at the county jail
at Canyon, Tex., south of Ama
rillo. She admitted the beatings
and was charged with murder.
Dct. Lt. Charlc3 Hollis said
Binning told him ho had known
about the beatings for a long
time. He told Hollis "she
threatened to kill herself and
all the children if I told any
one.
Days Creek-Tiller
Programs Slated
Christmas programs for the
Days Creek and Tiller schools
have been set for Wednesday
and Thursday in their respec
tivc school gyms.
Wednesday's program at Days
Creek starts at 8 p.m. Taking
part will bo the upper elemen
tary chorus and the beginning,
cadet and senior bands, all un
der the direction of L. Boyd
Swinsloy. Tho intermediate
chorus 'will be performing un
tier the direction of Mrs, Mar
garet Daniels.
First graders will be in a skit
picscnted by Mrs. Doris Burk
ctt, and second grade ' pupils
will be in a skit coached by
Mrs. Freda Barrows. Santa
Claus will arrive to present
treats at the end of the pro
gram.
Tiller's program starts at
7:30 p.m. Thursday and will
also include the senior band,
primarily high school students
from both communities. Pro
gram numbers will be given by
grades one and two, under the
direction of Mrs. Howard Ward;
grades three and four directed
by Mrs, Louis Buckmaster;
grades five and six by Wallace
Hovey; and grades seven and
eight by Argle Mathews. The
grade school chorus and begin
ning and cadet bands will be
led by Director Swingley. Santa
will also be prtient to visit Til
ler tots.

schools starts on Friday, witli
dismissal of school at 1:30 p.m
according to Mrs. Durnin

Fire Destroys
Station Wagon
A 19.H Mercury station wagon
belonging to Robert Harris,
4204 NE Hooker Road, was de
stroyed by fire Saturday eve
ning.
The Roseburg Rural Fire De
partment was called to Har
ris' homo at 10:49 p.m. Fire
men reported that the car had
been backed Into the ditch in
the heavy fog. When Harris at
tempted to pull the car out of
the ditch a backfire started the
fire. The auto was a total loss.

Creek High School.

mas Carol," a Christmas musi

ment: "It is our desire to pre
sent a program that will fea-j
ture much of the available tal
ent in the school, to help bring
the Christmas spirit to our com
munity, and to present a pro
gram that is appealing to as
many as possible.
In the past, Myrtle Creek High
School has presented a tradi
tional Christmas concert. The
Tuesday program is still very
rruch a musical concert, but
now we have added a story
that will help add variety to the
program, to get across more
clearly the Christmas idea, and
to tell a more convincing story."

the Bells." These musical num

Triple Trio, the high school
choir, and the high school Girls
Glee Club.
Chorus Is Finale
After a brief intermission the
play will continue. In the final
act the high school choir will be
featured, performing "Oh, Holy
Night," "The Heavens are Tell
ing," and "Sanctus." The eve

Engagement At Nevada Spa

kidnap case of Frank Sinatra
Jr. appeared virtually wrapped
up today and the 19-year-old
prepared to resume his singing
engagement at the Lake Tahoe
gambling spa where be was ab
ducted.

ture of the three kidnapping

Rainy Period Is Due
The five-day weather forecast;
according to the Weather Bu
reau station at the Roseburg air
port calls for more than normal
amounts of precipitation with
temperatures averaging near
normal for the period
urday, but recovery of nearly
all of the $240,000 ransom paid
by Frank Sinatra Sr. was an
nounced by the federal agency.
The young singer's manager
in Stateline, Nev., said Sunday
night Frank Jr. was en route
back to resume the engage
ment. But his mother, Mrs.
Nancy Sinatra, said earlier he
would not reappear there until
Tuesday night.
Early Sunday, Frank Jr. left
his mother's exclusive Bel-Air
home where he returned early
last Wednesday morning after
being released by the kidnap
ers. His lamer S' noiiywoou
spokesman said the young man
returned to his Hollywood
apartment Sunday.
The families of the two 23-
year-old suspects arrested for
the Sunday night kidnaping pre
pared to "do everything possi
ble" to help them.
The arrest of Barry Worth-
ington Keenan, scion of
wealthy Los Angeles area fam
Uy, and Joseph Clyde Amsler
23, Playa Del Rey, Calif., were
announced by the FBI shortly
after midnight Friday.
The third, believed to have
been the leader of the trio,
John -William Irwin, 42, Holly
wood, was arrested in Imperial
Beach, Calif., Friday morning
and held by the FBI in nearby

Frank Sinatra Jr. kidnaping to
day were conducting their own
investigations and presumably
attempting to arrange fast bail
as the young singer prepared to
return to Lake Tahoe where he
was abducted.
Santa Monica attorney George
A. Forde was retained by Jo
soph Clyde Amsler, 23, of Playa
Del Rey, Calif.
Attorney Rex Ellis was rep
resenting 23-year-old Barry
Worthineton Keenan, son of
wealthy stockbroker John F.
Keenan.
While work was just begin
ning for defense attorneys' fed
eral agents virtually had the in
vestigation wrapped up for the
U.S. attorney's office. ,
San Diego, Calif. He was ex
pected to be returned to Los
Angeles today.
All three were arraigned be
fore dawn Saturday. Assistant
U.S. Atty. Tom Sheridan said
a federal grand jury charge
was expected within three
weeks. He said the multiple
charges were expected to in
clude kidnaping, conspiracy to
commit kidnaping, possession
of ransom money, interstate
transportation in aid of racket
eering and possible extortion.
All three were held in lieu of
$50,000 bail each although Kee
nan's family indicated they
would post bond. Attorneys
have been retained for both
young men and were to have
visited them Sunday.
Youth Misses
Date With Judge
David Romaine Wood, 21, of
2031 NE Klamath Ave., Rose
burg, free in bail from a Circuit
Court trial conviction on a forg
ery ' chorge last week, was
scheduled for sentencing at 9:30
m. today before Judge
Charles S. Woodrich.
He failed to appear. He
couldn't. He was in the Rose
burg city jail.
City police took Wood into cus
tody at 3 a.m. today and book
ed him for vagrancy when he
was caught hiding in a base
ment of the Logger's Cafe on
SE Jackson St.
A city officer on patrol ob
served a subject walking along
Jackson St. at the unusual hour
so stopped to investigate, just
as the person disappeared be
hind a building.
He summoned help and the
area was searched. The patrol
man said he heard what sound
ed like the breaking of glass
at the rear of the building, and
on investigating, Wood was lo

The Glide Community Club
will hold it's annual Chrktmas
party this Friday at 7:30 p.m.
at the clubhouse for all chil
dren of the area and their par
ents. A special Christmas pro
gram is scheduled and Santa
Claus will be there with treats
