Next month's election will be the fourth single-issue statewide elec tion in the state's history. The first was on June 2, 1902, wnen me initiative and referen- idea 487,550 to 175,932 in 1905. A review oi the records show Orcgonians have never initiated a sales or cigarette tax measure, although they have initiated some dum wen. adopted 62,024 to 5,668. other revere pUns sSch as a Voters Chanae Minds The second was Nov. 6, 1923, when the only item on the ballot was an income tax act that had been referred by the legislature. The measure squeezed by 58,647 to 58,131 a 516 vote victory mar gin. The voters turned it down a year later, however. The third was on May 20, 1960, when the people voted against salary hikes for state legislators. There's a long list of defeats of measures that were referred by the people. measure to provide monthly pay for elderly persons from a gross income tax. This was defeated at the 1944 election. Cigarette tax proposals from various sources have been voted down by the people six times, in 1926, 1942, 1945, 1947, 1952 and 1956. Sales tax measures have met defeat five times, in 1933, 1934, 1936, 1044 and 1947. Seven income tax measures have been rejected, two in 1926, and one each in 1924, 1927, 192H, 1932 and 1960. Welfare Is Its Endless Deficit Spending By LYLE C. WILSON The clearest and most present danger to the welfare of the Unit ed States lies in the endless defi cit operations of the United States at home and abroad and not in the fate of the test ban treaty. The voters and politicians who are in a lather about what the treaty would do to national secur ity would do better to consider what already has overtaken the first line of American defense. The first line of defense is the U. S. dollar, its integrity, stabil ity and value. This first line o( defense is being breached by a lack of con fidence in the integrity, stability and value of the U. S. dollar. There is nothing spectacular about lack of confidence. It is not pos sible to finger any specific calen dar date in recent years and to assort that on this day lack of confidence began. It is like tu berculosis in that both diseases long can flourish in the system without spectacular symptoms. U. S. gold reserves amount now to approximately $15.6 billion of which about $12 billion must be held by the Federal Reserve Sys tem to the extent of 25 per cent of the fed'? notes and deposit liabilities. The remaining $3.6 bil lion is free gold, available to foreign creditors who may pre fer gold to dollars. But the sum of foreign claims that could be levied against this $3.6 of free gold amounts to about $20 billion. Could Cause Gold Run If the foreigners demand gold when all of these claims come due, the United States will not be able to pay up. The Republican congressional committee is warn ing that misconfidencc in the dol lar could cause a run on S. gold. That, in turn, would require drastic action here, cither to re peal the 25 per cent gold back ing for Federal Reserve obliga tions or a devaluation of the dol lar by increasing the price of gold. Or, as the committee sug gested, both! The foreign claims are created by one of the two menacing def icits a deficit in our trade and spending relations with the rest of the world. Foreign aid, U. S. tourists abroad, U. S. imports, maintenance of armed forces overseas all of these contri bute to this dangerous deficit. The other deficit, of course, is in the federal budget. This deficit tends to rot the dollar by dim inishing its purchasing power. In terms of 1939 purchasing power, today's dollar is worth about 45 cents. It will shrink to two bits and maybe to a dime in your life time and mine, too, unless the voters get smart. It isn't other people's money the politicians are spending.
