Solon Predicts Long
Session For Congress
WASHINGTON (UPI) Con
gress returned today from a
week-Ions Fourth of July holiday
as a Democratic leader predicted
members would stay in session
until the end of the year.
House Democratic Leader Carl
Albert, Okla., said there, still was
"an Impressive array of legisla
tion, Including civil rights and
tax measures, which awaits ac
tion. Ha said he expected mem
bers to remain In ie!ion until
they were passed.
With half the year already past,
most major items still are on the
agenda. Most lawmakers had
been predicting the end of the
session would come in late Octo
ber or November.
This week, floor schedules In
the House and Senate again will
be light. President Kennedy's two
major requests civil rights and
tax cut and reforms still are
being studied by committees.
With long, hard battles expect
ed on these two measures, much
other legislation is quietly being
positioned until next year.
Other congressional news:
Civil Rights: Burke Marshall,
assistant attorney general for civ
il rights, was scheduled to testify
before the Senate Commerce
Committee on the administra
tion's civil rights proposal. The

Tower Says Barry
Can't Win By Draft
WASHINGTON (UPI) Sen.
John G. Tower, R-Tcx., a leading
supporter of Sen. Barry Gold
water, doubts that the Arizona
conservative can win the GOP
presidential nomination solely by
a draft movement.
"He'll have to announce his de
cisionone way or the other by
tho first primary," Tower said
Sunday in a television interview.
He appeared on Meet the Press
NBC.
Tower said New York Gov.
Nelson Rockefeller's chance for
the nomination have been dam
aged by his divorce and remar
riage. But, Tower said the "back
Barry" movement was gaining
momentum before Rockefeller
married the former Mrs. Mar'
garctta (Hanny) Murphy.
If Goldwatcr docs not win the
nomination, Tower said he would
urge him to remain in tho Senate
rather than accept the vice pics
identinl nominntion.
Towor said Gnldwnlcr has been
an important infliienco on the
Senate even though no major leg
islation bears his name.
"Sen. O'oldwntcr has become
an ideological leader and symbol
to stimulate the nation's iniagi
nation," ho said.

Dr. Mia Leading
Vote In Argentina
BUKNOS AIRES (UPI) Dr.
Arturo Illia, heading the ticket of
the Moderate Peoples Radical
party, maintained a sizeable pop
ular vote lead today in Argen
tina's presidential elections. His
showing doomed a blank ballot
campaign by supporters of ex
dictator Juan D. Peron.
With more than 70 per cent of
the vote counted, Dr. Illia, a
country doctor, held a command
ing lead over Dr. Oscar Alcnde,
leader of an intransigent radical
faction.
Failure of the Peron - backed
blank ballot campaign was the
biggest surprise of the election.
With unemployment high and the
economy stalled after revolts and
government crises, Pcroniats had
been expected to attract large
numbers of discontented voters.
A massive blank ballot vote
would have undermined t h e
chances of any minority presi
dential candidate to form a
strong government once elected.
With 32,711 of Argentina's 46.-
196 precincts reported, unofficial
returns gave Illia 1,836,345 votes.
Dr. Alende had 1,282,054 and Gen.
Pedro Aramburu, former provi
sional president, 1,110,831.
The total of blank ballots was
1,109,60.3, about 16 per cent of the
vote total, a sharp drop from the
25-per cent response to a Peron-
is blank ballot campaign in I960.

of religion in this Communist-run
nation.
Political observers interpreted
remarks made Sunday by Stefan
Cardinal Wyszynski, the Polish
primate, as a direct reply to the
Communist party's recent criti
cism of Catholic bishops in Poland.
Cardinal Wyszynski returned to
Warsaw Sunday from the Vatican
where he participated in the elec
tion and coronation of Pope Paul
VI. In a sermon to 2,000 persons
in St. John s Basilica, lie assorted i
that religion is a vital part of
peaceful coexistence.
'If peace is to prevail, freedom,
Justice and recognition of religious
conscience must be guaranteed"
the Catholic leader said. "This is
the basis of peaceful and har
monious coexistence."
Wyszynski's statements came
Just three days after Communist
nartv leader Wladyslaw Gomulka
told the parly's Central ,, Com- S
mlttce that Polish bishops were
betraying the ideals of the late!
Pope John XXIII by opposing
communism.
Gnmulka's attack on Cath
olicism was the strongest by the
Communist regime since the 195G
"gentleman's agreement" between
the party leader and Cardinal
Wvszvnski stimilating the official
church-stale relationship in Poland.
As a result of the agreement, Po
land's Catholics, who make up a
largo percentage of Ihe popula
tion, have enjoyed the greatest
freedom of any religious group in
Eastern Europe.

posed new boundaries for
oreas lying outside these zones will be designated zone 3.
Significant effect of the change will be elimination of the
Diamond Lake Blvd. sector and the general area from the
alley between SE Mill and SE Pine to SE Fullerton from the
fire zone 1 classification. These areas would be reclassified
as fire zone 2 as shovn. Attention is also called to the
zone 2 "buffer" strip which fringes zone 1 on the east. It
is intended that this strip provide a buffer or easing
off of restrictions- between the highly restrictive commercial-type
zone 1 territory ond the minimum zone 3.
It is clso stressed by city officials that although the new
zoning is expected to result in certain benefits with regard
to building development in the new zone 2, the city would
still maintain the same building requirements and restric
tions for all commercial structures. The Roseburg Planning
Commission has recommended adoption of the proposed
revision by the City Council.
