Report Rejected

welfare caseload in Marion Coun
ty was rejected recently by the
state welfare commissioner -who
requested it, Mrs. Frank Bash,
Medford,
The report, presented at today's
stale welfare commission meeting
by state welfare administrator
Andrew F. Juras, was designed
to explain why ADC in Marion
County is second only to Multno
mah County, and in some respects
higher.
In Marion County, the average
ADC grant in May was 5163.31
compared to Multnomah, the
highest, at $164.69.
Juras explained several factors
in Marion County which he said
were unusual. One, he noted, is
that under Marion ADC grants
there arc five persons in each
household on the average, com
pared to the statewide average of
4.6 persons.
This, Juras said, means more
mouths to feed, and bigger
grants. Also, many children o
Marion welfare families are older,
and in school, and this runs costs
up.
Wants Ntw Report
Mrs. Bash said the report
doesn't explain cost figures satis
factorily. She called for a new
report this one to explain why
Marion County caseloads in the
ADC-unemployed parent program
are six times greater than that
of Lane, a bigger county.
Marion County spent $32,958 on
ADC-UN, an offshoot of ADC, in
May compared to $5,127 for Lane.
Multnomah spent the most, $75,
958. Juras said his staff would have
the new report ready for the next
meeting.
The commission unanimously
adopted a new system of alloting
general assistance (GA) by coun
ties, moving toward the "closed
end" budget principle.
The plan will provide a better
measure of county GA expenses
on a month to month basis. Al
locations will be limited to avail
able funds.
Leo Hcgstrom, assistant state
welfare administrator for business
services, said some counties con
stantly overspend themselves, not
realizing it, under the present
"monthly estimate" program set
up in 1960.
Juras said the federal help pro
gram providing aid to dependent
children of the unemployed is
scheduled to end across the na
tion at midnight Saturday unless
Congress acts on an exienuuu.
"We have alerted all Oregon
counties that they will have to
take over all of those cases under
their general assistance pro
grams," Juras said.
