Moral Principles On Decline Say Catholic Bishops WASHINGTON AP- The na tion's 228 Roman Catholic bishops have declared that moral prin ciples are on the decline in the United States and that popular education "bears a measure of responsibility." They urged rebuilding of a sound religious and moral founda tion, saying the hour of greatest opportunity is striking now aa the forces of freedom and tyranny gird for decision. The prelates, in a 11.000-word statement issued Saturday at the close of their meeting, deplored what they called widespread evi dence of moral decline. Carrying out a 1961 legislative act, the department outlawed the common barberry plant, which is a host to the disease. It named 64 varieties of ber Deris, three of mahoberbens, and nine of manoma as immune from the rust, and therefore exempt from the order. Included in the list of exempt plants is the Oregon grape, the state's official flower. The department held a public hearing on the order last Tuesday, but nobody showed up. The order is effective Dec. 16. The department will conduct a campaign of control and eradica tion of those plants which are out lawed.
