Thornton said in reaching this
conclusion he had reviewed the
legislative history of two laws.
One says the school board may
permit use of a school-house "for
any proper purpose including re
ligious services and may impose
restrictions, terms and conditions
j as to compensation or otherwise.
The other, known as the civic
center law, says a school may be
used by citizens to discuss all sub
jects including moral interests
and such use shall be granted free
unless admission is charged.
Thornton in his opinion said the
school board actually has wide
discretion in granting or refusing
the use of school buildings for
non-school purposes.
He said the construction he
placed upon the law will, if prop
erly administered, avoid any chal
lenge as to the constitutionality of
the use of school buildings for
private use.

Auto Accident Sends
Woman To Hospital
Betty Ellen Blair of Winchester
was taken to Douglas Community
Hospital with a broken left .rm,
broken ribs and lacerations, after
a one-car accident Tuesday morn
ing, according to state police
The accident occurred a mile
south of Winchester on the Oakland-Shady
Route (old Highway
99). She was alone in the car,
which was northbound. She report
edly lost control on a curve and
her car ran off the east side of the
highway, striking a power pole.
The right front of her car was
smashed.
She was taken to the hospital by
Billy Mohr's ambulance and her
car was towed by Alohr s wrecker.
