Mon., Oct. 30, 1961 Oregon Says Proposed Rail Merger Would Be Damaging To The Public PORTLAND (API Merger of Western Pacific Railroad with either the Southern Pacific or the Santa he would damage the pub lic, the state of Oregon contended recently in an Interstate Com merce Commission merger hearing. Western Pacific can remain in dependent and strong, James K. Singleton, director of transporta. Hon under the Oregon public util ity commissioner, testified as the extended hearing went into its final Portland session. A year ago Southern Pacific an nounced purchase of about 10 per cent of Western Pacific's slock, and Med an application with the ICC to take over control by buy ing still more. The Atchison, Topeka it Santa Fe promptly an nounced purchase of 20 per cent and asked the ICC to approve it as the line that should get control. Oregon Supreme Court Upholds Appling's Reapportionment Plan SALEM iAP) Th Oregon Su preme Court recently upheld th iegulative reapportionment plan lubmitted last month by Sec. of (State Howell Appling Jr. The court earlier had thrown out the reapportionment bill drawn up by the recent legislature. The court said it failed to follow the constitutional provision that legis lative tears should be awarded ac cording to population of the dis tricts. The legislature's plan would have left the stats almost un changed. The court directed Appling to draw up a new plan, based on population. Appling's plan made these changes m the Senate: Increased Multnomah County from 7 to 8, l ane from 2 to 3, took away Yam hill's seat and made it a joint seat with WanhinKton, and re duced Eastern Oregon seats from 6 to 5 by consolidating districts. The;t changea were made in the House: Jncressed Multnomah from 18 to 17, Jackson from 2 to 3. created a Benton-Lane district ; for one seat which is additional to Lane's 5 and Benton's 1, reduced. Eastern Oregon's seats from 13 to I by consolidating districts. Among Eastern Oregon changes. Klam-1 ath County will elect one repre-1 sentative, hare another with Lake.
