Congress, he pointed out, did not pass the postal RATE Increase he had recommended, and so the pay increase bill would have raised he postal deficit to more than SOO million dollars a year. Neuberger' tragic death brought about the election of his widow to take his place. She resubmit ted the bill. Dr. Edwin Durno was elected to Congress as representative from Oregon's Fourth District, in which the land are situated, and he introduced a bill which would authorize the U.S. Forest Service to develop recreational potential of the so-called Sand Dune area. 1 A major part of the timber land in the region is under Forest Service control. Intermingled and adjacent is much private land. At least some private land owners are very vigorous in opposition to the Neuberger bill. This bill would place private land in a national park. Property owner would be paid for their lands. They could, if they desired, re main on the property throughout their lifetime. They would not, however, be permitted to speculate, or to sell to other than the federal government. Rep. Durno's bill doesn't concern private land. It re lates only to acreage under control of the Forest Service. It would, however, recognize the prevailing opinion that the major use of the area is recreational. It would not inter fere with the speculative right of property owners, nor would it halt industrial development. Zoning Proposed Because Durno's bill doesn't control intermingled and adjacent private land, there has been much concern that uncontrolled use of land abutting recreational developments by the Forest Service, a he proposes, would adversely Sincerely, M D. This committee has organized and has authorized a land use study as the first phase of it job. A report recommending either for or against zoning, i to be submitted to the respective county courts. Only the counties can authorize zoning. Much controversy center around the two bill now be fore Congress. One would set up a seashore park under direction of the National i'ark Service. This primarily would be a single-purpose park. A road would be built around the area which then would be controlled chiefly for Its recrea tional resources. The cost is estimated at some $30 mil lion. Durno's multi-purpose measure would leave things much a they are, except that the Forest Service holdings would be subjected to full development of their recreation al resources.
