Green Students Moved To Joseph Lane
To Balance Attendance At Junior Highs
The Roseburg School Board at
a special meeting Wednesday ap
proved a recommendation that 44
students now attending J. C. Fre
mong Junior High School be trans
ferred to Joseph Lane Junior High
School as a means of balancing
the enrollment loads at the two
schools.
Although both schools have the
same comparative student capa
city, and teacher staffs are equal,
enrollment totals as schools open
ed this fall showed Fremont with
an enrollment total of 850 students
and Joseph Lane with 773.

the Green Elementary School at

Secrecy Measures
WASHINGTON (AP) - Presi
dent Kennedy has set up a svs
tem for automatically taking the
secrecy wraps off a considerable
amount of classified government
material.
Rep. John K. Moss, D-Calif.,
who along with newspaper editor
groups has frequently criticized
excessive governmental secrecy,
said the action Wednesday was ''a
major improvement in the infor
mation protection system."
Moss, chairman of the House
Information subcommittee, and
newspaper groups have protested
that classified labels sometimes
are used by government officials
to conceal mistakes or policies
that should be made public.
Moss said the system was rec
ommended by his group three
years ago and supported by the
American Society of Newspaper
Editors and Sigma Delta Chi, pro
fessional journalistic society.
The executive order provides
for downgrading the secrecy
classification of documents at reg
ular intervals, or sooner if offi
cials decide they no longer need
special protection.

press secretary, said the details
of tne system were worked out by
an interdepartmental committee
on internal security after a long
study of government classification
methods.

Students Included
Included in the transfer are stu
dents who live in the Dee-Lite
Trailer Court, Landers Lane, Har
mony Lane, Jackie Lane and Car
ter's Trailer Court. The Glengary
district is not included in the trans
fer. District Supt. M. C. Deller said
no re-scheduling of transportation
will be required for the transfer
ring group, which includes 20 sev
enth graders, 11 eighth graders
and 13 ninth graders.
The shift of students from Green
Elementary School area was rec
ommended to the board by R. R.
Brand, Joseph Lane principal: R.
E. JIcKee, J. C. Fremont princi
pal; Luther Ellison, transporta
tion contractor, and Deller.
Notification Due
The students and parents in
volved will be notified this week
and the shift will be effected Mon
day. "The recommendation was based
on factors in economy and trans
portation," Deller pointed out.
"Considering these factors, the
best solution was to take students
from one area rather than hand
picking them from house to house
in the more populous areas."
Other considerations were that
the students are transported on
one bus, and they attended Joseph
Lane for the last two years.
Vote Favorable
The board voted 4-1 in favor of
the recommendation. One board
member objected on the grounds
the action was not a final solu
tion to the junior high school en
rollment boundary problem.
In other business, the board ap
pointed George Neuner, school dis
trict attorney, to handle for the
district a matter involving a dis
pute over a construction flaw that
developed in the roof on the new
section of Joseph Lane school.
The roof was not acceptable to
the architect or the school district.
school officials pointed out, and
the question was raised whether
workmanship or materials was re
sponsible. The architect directed the con
tractor. Southern Oregon Construc
tion, to replace the roof. Wednes
day the board was advised by the
architect that the contractor de
mands arbitration of the issue as
provided in the architect's docu
ments set up for the project.
Dismissal Ordered
In Tavern Action
A trial in Circuit Court Wednes
day ended abruptly, when Circuit
Judge Robert t. iielloni of Co
quille approved a defense motion
for dismissal. Judge Belloni serv
ed in the absence of Don H. Sand
ers.
The case was that of Harris
Whitaker vs. Leonard S. Zacher,
and involved sale of The Friendly,
local restaurant and tavern, by
Zacher to Whitaker. Whitaker had
claimed misrepresentation of the
business.
The defense claimed that the
complaint did not represent facts
in the case. Dismissal by the judge
was without prejudice, meaning
that a new complaint could be
filed, if the plaintiff so chose.
The trial opened at 10 a.m. with
selection of a jury and continued
until 1:30 p.m., when it was dis
missed.
Shipping Injunction
Expires At Midnight
SAN FRANCISCO (AP)-Feder-
al mediators scheduled continued
meetings today in an attempt to
avert a possible strike that could
tie up most West Coast shipping
when a Taft-Hartley law injunc
tion expires at midnight.
The 80-day injunction halted a
nationwide shipping strike last
July. Since then most major dis
putes have been settled. But the
Pacific Maritime Association and
the International Organization of
Masters, Mates and Pilots are still
in disagreement.
A strike could affect 13 West
Coast shipping companies with
136 ships.
Among other demands, the un
ion seeks continuous overtime
while ships are being moved in
ports.

and Mrs. John F. Donovan of Til
ler, who arrived by plane at Med
ford from Lackland Air Force
Base, Texas. He said strong winds
and heavy rains of Hurricane Carla
were experienced at the air base
prior to his departure, but the
area was outside the path of heavy
damage.
Following a stay at Tiller. Dono
van will go to Portland to visit his
grandmother, Mrs. Margaret Don
ovan, and other relatives and will
leave from there Sept. 28 for his
new station at Ellsworth Air Force
Base near Rapid City, S. D.. where
he will receive training in air traf
fic control.

High School, he was one of two
enlistees from Douglas County chos
en to make up the All-Oregon
Flight whose members were sworn
in by Gov. Mark O. Hatfield and
honored at special ceremonies pri
