more industrial output at moder
ately higher wage scales but al
about the same price levels.
And all this without triggering a
boom and bust or an unwelcome
spurt in the cost of living that
could be curbed only by federal
controls over prices and wages
and production.
Js it possible?
Administration economists say
we can achieve the goal with iu-
dicious government monetary ac
tion and proper labor and manage
ment restraint.
Critics of the administration pol
icy call it excessive, unjustified
by present conditions, and unlikely
to succeed, judged by past exper
iences. This dispute cuts deeper than
today's headlined trading of jabs
over whether steel companies can
hold the price line or how high
auto wages can go without setting
a wage-price hiking pattern for
other industries.
More basic is whether the econ
omy is growing fast enough,
whether unemployment can be
licked, whether the government
can intervene without its pump
priming setting off another round
of inflation.
President Kennedy and his
Council of Economic Advisers say
the economy must grow faster it
jobs are to he found for an in
creasing labor force.
Walter Heller, chairman of the
council, says that at the start of
the year industry had the capacity
to produce 8 per cent more than it
actually did. He holds that the gap
was due to a failure of demand
for goods and services. He urges
this demand be stimulated by a
combination of easy money and
greater government spending or,
if that isn't enough, by lower
taxes.
Mechanized factories with mors
efficient production methods would
be expected to absorb moderate
wage rises without increasing
prices. And increased sales vol
ume, even at present protit mar
gins, would be counted upon to
keep total earnings high enough.
Opponents challenge this, lney
deny that the economy is really
stagnant. They contend that fur

ery would just bring on a boom
and bust. They fear further infla
tionary weakening of the market
place value of the dollar, so that
higher prices would nullify any
apparent gain in wages.
Beyond this dispute two other
questions are being asked with in
creasing frequency.
How much unemployment is to
be regarded as normal? Is creep
ing inflation really bad?
The old goal of minimum un
employment was 2 or 3 per cent
of the labor force. That would in
clude the hard core of the unenr
ployablcs and those in transit
from job to job or place to place.
More recently have been added
the unskilled for whom there is
less demand in a mechanized age,
and also those displaced workers
whose particular skills have been
taken over ny machines.
The jobless total is now around
7 per cent of the labor force.
President Kennedy has said he
hopes his policies will bring this
down fairly soon to 4 per cent.
But a few economists have been,
saying, mostly in hushed tones,
that maybe our economy will have
to learn to live with 6 per cent or
