the formation of an Anti-Subversive
Activities Committee under
the direction of the Legion's De
sion "is a moral backstop to, and
not a usurpation of functions of
responsible government agencies."
Heralding the Supreme Court's
recent decision requiring the Com
munist Party to register its mem
bership, the Oregon Legion chief
said "this comes as a matter of
satisfaction to Americans concern
ed for many years with the threat
of free institutions posed by tne
Communist conspiracy.
"The opinion of the Court is a
justification for the extensive in
vestigations by the Federal Bureau
of Investigation and committees
of Congress over more than a dec
ade and a half into the problem of
internal security in the United
States upon which the 1950 Subver
sive Activities Control Act was
based."
Draper is a much decorated
World War II veteran who saw
service as a dive-bomber pilot with
the U. S. Carrier intrepid, receiv
ing the Navy Cross, Silver Star,
and Distinguished Flying Cross
with three stars.
; Active in Legion affairs for sev
eral years, Draper was command
er of Albany Post No. 10 in 1958
and has since, year-by-year, climb
ed the Legion ladder through most
offices and major assignments
which led to his election to the
highest office the largest veterans'
organization can give in Oregon.

cial was employed as sales ac
countant for tho Tidewater Asso
ciated Oil Co. in San Francisco.
He will reside in Roscburg with
his wife Eleanor. The couple have
two grown sons and grandchildren
who reside in tha San Francisco
area. '

police today classified (lis death
of George Raymond Bickcl, 71, as
a traffic fatality.
He died Monday after being in
jured in a three-car collision in
downtown Mcdford. At first phy
sicians were uncertain as to
whether death was duo to the in
juries or to a later heart attack.
No one else was hurt in tha
crash.
Bickcl was Oregon's 251st traffic
victim this year in tho Associated
Press tabulation. Thirteen have
perished so far this month.
