    Kennedy Opens
SaltWater Unit
FREEPORT, Tex. (AP) Pres
ident Kennedy touches a button
today and officially starts a prot
ect he has called more important
than putting a man inlo space.
Kennedy's button was in Wash
ington. The machinery was in the
nation's first salt water conver
sion plant at the little Texas Gulf
Coast town of Freeport, 50 miles
south of Houston.
Kennedy, in pushing the b'rtton
on his White House desk, said the
research ' program holds high
promise for the improvement of
human life.

C.F. MacGowan, director of the
' Interior Department's Office of
Saline Water, was the master of
ceremonies. He said: "It is ob
vious that in the not-too-distant
future full and efficient use of
available fresh water resources
must be planned and accom
wished. Even this, however, may
not cover the growing fresh-water
demand of the human race.
The $1.5-milllon plant, first of
five being built by the federal
government, converts sea water
into water so good it is purer
than the water in most municipal
water systems.
The plant has 12 evaporators
that heat the sea water to about
2M degrees. The steam, when
condensed, makes the fresh wa
ter. Water produced at the plant will
cost about $1 for each 1,000 gal
Inns. If the plant turns out as
well as government officials ex
pect, it may he the pilot model
for other plants that would con
crt the earth's deserts into plush
gardens.
That's why Kennedy called the
conversion project more import
ant to more people than putting
a man in space.
Water from the plant will be
wsed by the city uf Freeport and
ky the Dow Chemical Co.
The Navy ha 'been converting
s-ea water for years on ships, but
even aboard the nuclear subma
rines the cost is about $5 or $10
for each 1,000 gallons.

The military strongman of
Laos' pro-Western government
announced today that virtual
agreement had been reached on
unifying the fighting forces of his
nation's three rival factions.
"Some points remain to be dis
cussed, but they are minor ones,"
said Gen. Phoumi Nosavan after
a working session of key advisers
to the politician princes who are
holding a summit meeting in this
Swiss city.
Nosavan said the three sides
had agreed on most problems
connected with integrating the
country's armies.
This indicated thai one of the
most important obstacles to
agreement among the three sides
had been virtually overcome.
But it appeared to leave un
settled the problem of adminis
tering provinces now under mili
tary control by the pro-Communist
forces.
