Department spending over S-60,-1
OOO to improve 5.3 miles of the
L'pper Cow Creek Road? j
Although at first glance this
seems like a lot of money for the!
county to sink into a seemingly j
little-used road in the southern '
part of the county, a closer look '
at the facts shows it to be a wise
investment. j
In 1951. the county road depart
ment completed a survey that
projected probable yearly aver-1
aqes of cut limber that would pass j
over roads over the entire county, i
Fluctuation
The survey was completed up to
the year 1964. In this 13-year pe
riod, averages fluctuated. of
course, with the type of timber
available in the watersheds served
by the roads and considering un-'
der whose ownership the timber
lands were held.
In the L'pper Cow Creek water
shed, east from Azalea, the aver
ages have varied from 20 million s
board leet a year to 50 million.
It has now been set at a yearly
average, on a perpetual cut basis,
of 40 million board feet a year.
In dollars and cents, this rep
resents anywhere from SI. 200. 000
to SI, 450. 000, in total new revenues
each year, based on the present
market values of timber.

Of the 40 million, about 11 mil
lion is owned outright by the U S.
Forest Service. It is managed by
the Cow Creek District of the
I'mpqua National Forest. And of
all U.S. Forest timber cut in Doug
las county, the government pays
the county 25 per cent of the gross
revenue received. This means
each year the county receives
around S90.0O0 from U.S. Forest
Service timber sales in the Upper
Cow Creek drainage.

NEAR THE TOP of the ridge that divides the Upper Cow Creek drainage from the Elk,
Drew and Callahan Creek drainages, this small winter lake lies formed in a small de
pression. The lake disappears in the summer to become only a marsh, but still feed
ing water to timber that surrounds it.

DEVILS' FLAT GUARD STATION, located near the end on the county controlled portion
of the Upper Cow Creek Road and the beginning of the portion controlled by the Forest
Service, presents o beautiful sight to travelers of the road with its well kept, spacious
grounds. The Forest Service keeps several picnic tables available here for the public's use.

The bill, which applies to the
Pacific Highway and that part of
the Columbia Itiver-Old OrcRon
Trail Highway east of Portland,
has the support of the billboard
industry.
It would let the Highway Com
mission adopt regulations to con-,
form wilh the federal standards.'

income lax bill, which has been
passed by the House. It would

inate most exemptions. Its net ef
fect would be to reduce income
taxes an average of HI per cenl.
Sen. Hen Musa, t)-The Dalles,
chairman, said the commiltee "is

Boivin, also opposed lo Ihe bill,
said it doesn't broaden the tax
base as its sponsors claim. I

public land applications. He said

public auctions are part of the pro
gram to classify lands and make
them available for private, owner-1
ship when such transfers are in
the public interest. j

The moratorium involves Doug-j
las County only to the extent thai;
backlogs of nonmineral public land
applications can be processed be
fore more are made. Kl.M Director
Karl S. Landstrom said his bureau
is conducting a comprehensive sur
vey of public domain lands and
other resources. He said particular
emphasis is being given to lands
having recreational value and sites
near expanding metropolitan areas.
The Bureau's management pro
grams will help the orderly eco
nomic development of the West, he
said.
I.andslrom said the BLM will
classify, open and make appropri
ate lands available for transfer to
stales, local governments, busi
ness firms and individuals. Alost
land transfers to private owner
ship will be done on a compelitive
bid basis, while c few will be
handled on an equal-value exchange
basis.
Opponents of the moratorium
called it a "freeze" of the public
lands program.
