Some eager to cater to this trend optimistically estimate Americans will spend a record $21 billion this year on improvements and repairs. This would help the economy in general at a time when luch aid is welcome. Shar in Boon It also would please makers of all kinds of building materials, home furnishings and appliances, as well as architects, decorators and builders. Sharing the boon would be dealers in lumber, plumbing fixtures, paint, and a the operator of borne moderniza tion centers. The trend also would please various purveyors of credit to the masses for improvement financ ing can run all the way from government-approved mort gage loans to advances by your friendly banker or finance com pany officer. One of the services the home modernization center offers in a single package is that equally modern device, on-iue-cun iinanc ing. ', Compares With Housing The size ,of this market conr nares favorably with new hous ing put in place. Total spending on nonarm residential construc tion in 1959 was put at $22.3 bil lion by the Bureau of the Cen sus. Farm dwellings added anoth er $819 million. Those close to the moderniza tion market think its growth has been one reason for the slow down in building of new houses. The National Retail Lumber men's Association has been plug ging the market, especially since new home building slackened. D-Baker who heads the House Natural Re sources Committee, asked the board Tuesday when its pro posed legislation would be ready for his group to study. He said he plans extensive hear ins. They said a dog's heart was refrigerated to 4 degrees below zero Fahrenheit, then warmed and successfully transplanted into another' dog. The doctors said rats, fully alive, can be kept in suspended animation with nearly - frozen hearts and lungs stopped lor an hour or more, and then brought back to friskiness. They said that with , the super cooling process, tissues do not freeze and harden. Pressure dur ing refrigeration prevents freez ing and hardening, they said, Jacob' and Dunphy said the ex periments are helping solve prob lems in connection with the trans planting of human organs. storia Facility Use Requested WASHINGTON (AP) Sen. Wayne Worse, D-Ore., has urged the Navy to consider using now idle facilities at Tongue Point Na val Station near Astoria, Ore. In a IpHur In Mauv Kuinilnru ! John Connnlly, Morse said he had noted that a study of Tongue Point facilities is being ifiade. "As you know, there are many fine, well. constructed buildings at Tongue Point which could be con verted to various defense uses at minimum cost to the govern ment," Morse wrote. He suggested the installation is ideally suited lor various types of military and defense purposes. He also said the Astoria area has a serious unemployment problem with a skilled labor force available. Driver Stops To Aid Crash Victim, Killed SEATTLE, Wash. (AP)-Police said a motorist who struck a pe destrian at a street intersection early today was shot and fatally wounded by the pedestrian when he stopped to render aid. Durwood L. Honey, 32, of Seat tle, the motorist, was pronounced dead on arrival at King County Hospital, the coroner's office said. William Oxiey, 65, Seattle, the pedestrian, was taken to the same hospital with slight head injuries police said were suffered when hit by Honey's car. Oxiey was or dered held on an open charge and was -to be questioned later. Sgt. G. B. Russell, the investi gating police officer, gave this account: Honey, a salesman, was driving through town at an . early hour and struck a pedestrian at an in tersection. Honey braked his car and went back to offer help. The pedestrian, although bleeding from head injuries, suddenly pro duced a. .38-caliber pistol and fired at Honey, who slumped to the pavement. Russell said Oxiey was a shooting-gallery operator and had a permit to carry a pistol. Hoffa Blasts U. S. Ban On Secondary Boycotts YONKERS, N.Y. (AP)-Teaio-sters Union President James R. Hoffa says the federal .ban on secondary boycotts will force unions into a position where "if one strikes, all strike." Hoffa said the ban was designed "to make a strikebreaker of every union man in America." He re ferred to a section of the Lan-drum-Griffin Act. Hoffa, speaking Tuesday night before the Westchester chapter of the Society for Advancement of Management, said local unions eventually will stop dealing with local management and will seek to deal on a nationwide basis and strike on a nationwide basis. He noted that contracls cover ing 500,000 Teamsters will expire simultaneously Feb. 1, 1964. This timing was made necessary, he said, by the Landrum-Griffin Act which he said requires workers to cross the picket lines of other unions. Solons Asked To Aid III Fellow Legislator SALEM (AP) Members of the Oregon Legislature today were asked to donate blood March 14 to get up to 70 pints to replace blood given to Sen. Robert While, R-Salem. A special blood bank will be set up in the Capitol on that day so members of both houses can give. Committee chairmen have been asked to hold committee meetings to a minimum that day. White, Who is suffering from cancer, has been attending Sen ate sessions at times in a wheel chair and at other times on crutches. He has participated in some ses sions of the Senate by telephone when he has been unable to get to the chamber. Senate Bill Nixes Tax On Fraternal Groups SALEM (APl-The Oregon Sen ale passed 25-S and sent to the House here a bill to let fraternal organizations keep their properly tax exemption. The bill countermands a recent stale Tax Commission ruling that would levy the lax on that part of lodge properties not used for charitable purposes. Voting against it were Sens. Vernon Cook, Troutdale; Robert W. Slraub, Eugene, and Monroe Sweetland, Milwaukie, all Demo crats. The bill would give lodges and oilier fraternal organisations the same total properly tax exemp tion they had before the new Tax Commission directive. Corvallis Spaceman CORVALLIS (AP) A cadet in the Air Force ROTC at Oregon Slate College will try to spend 72 hours in a simulated space cap sule Ihis weekend. College ollicials- said they be lieve this is the first test of its kind outside the studies of regu lar military forces and national space research agencies. Ihe test will be part of the Air Force ROTC's demonstration for Dad's weekend. The capsule is a replica of the Air Force's Mer cury space capsule. It was built by the cadets as part of their training.
