SUBSCRIBE TO THE NEWS-REVIEW PORTLAND (AP) The City Council was told Tuesday that an Oregon Sanitary Authority order to stop burning has halted work on the big urban renewal project here. ' Orville L. Norville, a Portland Development Commission attor ney, said, "Demolition not only in the urban renewal site but the en tire city has stopped with the re sult that much construction work also has been stopped." He said only 50 per cent of the renewal project demolition work is complete. Norville said con tracts have not been let for the rest because if crews have lo haul trash six miles out of the city, as the Sanitary Authority has or dered, it will hold up the project three months and increase costs by as much as $300,000. Norville urged that the council enact an ordinance allowing burn ing on site as an emergency measure. Norville made the report a day after Richard E. Hatchard, direc tor of air pollution for the stale Board of Health, warned that Los Angeles-type smog could develop at Portland in three years unless quick, effective action is taken.
