The Dalles program calls for collection of field data, prepara tion of designs, negotiation of a repayment contract with water users, acquisition of rights-of-way and award of contracts for cer tain equipment. Similar plans are included in the Bully Creek proposal plus award of supply contracts for a dam, spillway and outlet works and for permanent service build ings. The water protects requests do not cover all budget requests for federal expenditures in the North west. The Bonneville Power Adminis tration asks $28,056,000, a reduc tion of close to $2 million from the 1981 fiscal vear appropriation. Of the total, $15,706,000 is earmarked for construction of transmission facilities and load centers. The budeet would provide $224.- 000 for expanded research on fish migration over dams oy me Bu reau of Commercial Fisheries. The Bureau of Indian Affairs proposes to spend $1,790,834 in Idaho, $3,831,993 in Oregon and $2,674,929 in Washington for vari ous programs. National Park Service plans construction of buildings, roads and trails include $660,000 for Ore gon and $1,124,900 for Washington. In his message, the President said a supplemental appropriation of $69 million is being asked in this fiscal year to enable the For est Service to pay for portions of Klamath Indian forest lands not sum uy next April, ine uiuuuy is expected to ne spent in tiscai lWii. The sum of $1,910,000 is asked for a post office and federal build ing at Aledlord, Ore. ; The over-all forest service re quests include $14 million lor slate and private forestry cooperation, including fire protection.
