Oregon Educators Seek Kindergarten PORTLAND (1) Stale Sen. Jean Lewis, D-PorUand, told a group of Oregon educators they should reach agreement among them selves before presenting any kin dergarten proposal to the state Legislature. The educators met here Wed nesday to discuss the possibility of obtaining stale funds to sup port a kindergarten program in the state school system. Stale Sen. Monroe Sweetland, DMilwaukie, said their case should be well-documented, add ing: "The needs of this urogram must be weighed against other needs and the case must be pre sented in its best light." Henry Osibov, OKA research di rector, was directed to form a committee for study of this pro posal. Osibov said any disagreement about a kindergarten proposal was on the matter of priority. Ho said GOO additional clussrooms would he needed for state-wide kinder garten operation. With so many demands on available funds, the question becomes how important the program is, he said. One of the biggest question marks in determining the feasibil ity of building a multi purpose dam on the South Lmpqua River is the effect it: will have on fih life. ; Many fishermen contend that Ihe river and its tributaries r vir. I tually devoid of fish because of Ihe extremely low water in summer and the considerable effluent which is dumped into the river. The state Game Commission, however, indicates the streams sup port considerable fish life. Exemplifying that belief . is the $15,000 fish ladder now skirting the South Umpqua Falls. Meanwhile, the Bureau of Rec lamation and U. S. Army Corps 'of Engineers is investigating the pos sibilities of establishing a multi purpose dam on the South Umpqua about a mile above Tiller. Be cause of the precipitous character of the canyon at the damsite, con siderable height would be neces sary. Without some way lo carry fish over the dam, the river and its tributaries above that point spawning fish would be stopped at the dam. and the procreating proc ess would be slopped. Fish Biologist Jerry Bauer says the river above that point has ex cellent spawning beds and sup ports many fish.' The Game De partment will report its findings on the subject to tlie federal agen cies. The argument comes on wheth er or not the fishlife is valuable enough lo block the establishment of a dam which would provide ag ricultural water benefits and flood control. It is generally agreed that the cost of building a fish ladder over a high dam would probably be extremely high. Under the for mula of feasibility used by the Bu reau and the Corps, the benefits must equal Ihe costs. Many of those wanting a dam on the river contend a demand ior fish facilities at the dam would make the costs greater than bene fits. In addition, they say, the in creased streamflow will make up for loss of some spawning areas.
