'Use It Or Lose It' Ultimatum
Given Cities Served By Airline
WASHINGTON (AP) The Civil
Aeronautics Board has sent a use
it or-loseit notice to the mayors
of all cities with local service air
lines. Included were 16 points
erved by West Coast Airlines.
The notice was in the form of a
letter from CAB chairman Whit
ney Gillilland pointing out that
the board has substantially ex
panded airscrvice, often at con
siderable expense to the airlines,
and to the government in the
payment of subsidiy. '
"Unless adequate use is made
of the air service, its cost to the
government is not warranted, and
continuation of the service would
not be in the best interests of the
public," Gillilland said.
' "Under the use-it-or-lose it pol
icy, unless a city originates an
average of at least five passen
gers daily for the 12 months fol
lowing the initial six months of
service, the board will, in the ab
sence of unusual or compelling
circumstances, institute a pro-
ceeding to determine whether
I service to the cities should be dis
continued for lack of use.
"If a city fails to make ade
quate use of its subsidized serv
ices the airline is free, and is
encouraged, to ask for a suspen
sion of service even in advance of
a board proceeding to terminate
the certification."
Gillilland's letter was accompa
nied by a report on the use of
individual airlines for the 12
months ending Sept, 30. The re
port included:
West Coast Seattle Sixteen of
the 48 aiports served failed to
qualify: Baker, Burns, Lakeview,
Newport, Toledo, Pendleton and
Salem, Ore.; Ontario, Ore.-Pay-ette,
Idaho; McCall, Idaho: Bell
ingham, Olympia and 0 m a k.
Wash.; Cut Bank Shelby and
Great Falls, Wont.; Logan and
Ogdcn, Utah and Oakland Calif.
Goldberg Will Direct1 Laws He's Previously Condemned
WASHINGTON (AP)-As secre
tary of labor,' Arthur J. Goldberg
will be administering laws he has
condemned as unfair to unions
and has tried to have amended.
He has particularly criticized
the I.andrum-Griffin and Taft
Hartley Acts in his previous ca
pacity as general counsel of the
AFL-CIO.

Asks Fluoridation Halt
MCMINNVILLE (AP) A
group calling itself the Pure Wa
ter Committee is circulating pe
titions dwiigned to reverse a wa
ter fluoridation measure ap
proved at an election here in No
vember. Petitions call for an amend
ment to the city charter which
would prevent fluoridation of the
city's basic water supply, . but
would require the citv water de
partment to provide, fluoride sup
plies to anv resident who requests
them. It would be up to the in
dividual to mix the fluorides into
his drinking water.

Takes On Wife
SANTA MONICA, Calif. (AP)
Jesse Cox, has applied for a mar
riage license.
"That's right," said the white
maned Cherokee Indian when
clerks checked his age. "I was
born on the reservation and I was
a scout with the 7th Cavalry in
1895 and '96. I helped tame the
west.
"Then I traveled with Buffalo
Kill and Annie Oakley as a rider
in their show. I appeared before
Queen Victoria in 1901 and I've
been in show business ever since.;1
He and Delores Virginia Carter,
55, said they'll marry Christmas
Eve and live on his small ranch
in the Malibu Hills. Each has
been married before.
Cox, wearing his Wild West out
fit . with boots, dungarees, gun
belt and plaid shirt, said he's
known professionally as "Wyo
ming Pete" and appears in TV
westerns.

platform also seeks improvement
