Newest Discoverer Carries Gear To Measure Temperature Of Earth VANDENBERG AIR FORCEi BASE, Calif. (AP) Discoverer' XIX is in orbit today to take the earth's temperature. This knowl edge will help future Midas satel lites detect any hostile missile fir ings by reporting flashes of heat aoove the normal level. The 81-foot two-stage Discover er rocketed southward through scattered clouds from its seaside launching pad Tuesday afternoon. The 25-foot, 2,100-pound second stage went into a 93-minute egg shaped polar orbit 130 to 4QP miles out. Other Discoverers have carried a recoverable capsule but not this one. Instead, it has a load of elec tronic gear to measure the earth's normal heat radiation. Forthcoming Midas missile defense alarm system space craft will have infrared "eyjs" to spot the heat of enemy launch ings. Eight to 12 Midases will pro vide continuous coverage of the world's surface. Scientists say they must know exactly how much background in frared light is reflected by the earth to, Midas satellites so they can accurately tell whether a hos tile -missile has been fired. Multiple Midases blanketing the globe could relay almost instant warning to alert target areas up to 30 minutes in advance of an atomic strike the time it takes an intercontinental missile to fly full course. Private Club Planned For Residential Area PORTLAND (AP) A real estate and development firm Tuesday announced plans for a million dollar private community club that will include a big ice rink and swimming pool, Robert H. Jeacock, general manager of a company that de veloped Raleighwood,- a housing project that adjoins-the club sue. said work will begin in 60 days. It is southwest of Portland. SALEM TAP) . The Advisory Council on Unemployment Com pensation recommended today that the legislature muKO no changes in the jobless benefit pay ments and payroll taxes paia Dy employers. The council's labor members, however, said they want more lib eral benefits. The council, appointed by Oov. Mark O. Hatfield, consists of four reDresentatives of employers, four of labor and three public members. The 1959 Legislature increased employer payroll taxes and tight ened up on benefit payments. The council said this system is work ing well. The majority of the council said a moderate .liberalization of eligi bility requirements could be an Groups Probe Cause Of Crash WASHINGTON (AP) Three possible causes of history'a worst aviation disaster in New York last Friday have been put for ward. 1. The ground radio navigation equipment that guides a plane in its holding pattern may have been at fault. 2. There could have been a brief but critical lapse in radar surveillance from the ground of the two planes that collided over Staten Island. 3. A passenger on the United Airlines DC8 jet may have. knocked awry delicate navigation equipment in the plane oy using a transistor radio or a portable dictation machine. These ideas were advanced Tuesday by persons who are in terested parties in the intensive investigation of the collision of the jet with; a TWA Super Constella tion. The first two theories came from W. A. Patterson, president of United Air Lines. The third came from John R. McDonald, an official of the Air Line Pilots As sociation. The ALPA has been at bitter odds with E.R. Quesada, head of the Federal Aviation Agency. Mc Donald underscored this Tuesday when he blasted Quesada for commenting about the crash. "Quesada is in no position what ever to make, any statements as to the possible cause of the New York accident," McDonald said. Quesada said he had no com ment "at this time" on McDon; aid's statement. Quesada had told President Ei senhower in a personal report on the crash that the United Air Lines jet was 11 miles off course when the collision occurred. Deportee Denied Christmas Visit PORTLAND (AP) Friends of Haimsh Scott MacKay said he wrote them that he tried to re turn here for a Christmas visit from Canada, to where he was deported last month after spend ing his adult life in the United States. He told them he was stopped on the border at Blaine, Wash., and returned to New Westminster, B. C, where he is staying with friends. John L. Laponis, acting direct or of the Immigration Service office here, said a person who has been deported can return only by showing he is not subject to ex clusion. MacKay was. deported to his na tive Canada on ground that he had belonged to Communist or ganizations 'in the 1930s. I opening1 wedge to lower standards even further. Labor members probably will take their proposals to the legislature. Employers now pav 2.7 per cent of the first $3,800 of each work er's annual wage to finance the program. The council said pros pects are good that the unemploy ment fund will grow large enough by 19B3 to permit a rate schedule of 1.2 to 2.7 per cent to go into effect for that year. "These adequate financing pro visions," the council said, "are based on the premise that no sub stantial increase in the costs of the program will occur." The council recommended that the legal term "unemployment compensation" be changed to "un employment insurance" because it really is an insurance program, and that calling it "compensa tion" makes it sound like a dole or welfare program. The council also recommended: Retain the present provision un der which Social Security pay ments are not deducted from un employment benefits. Deny benefits to a person dis missed from his job for commit ting a felony. Deny coverage to workers in packing houses which are inci dental to farm operations. Do not give coverage to other trawler employes. Grant hearings to employers who object when charges are made against their accounts. Provide more money for fraud investigations. Calif. fAP) A Nevada County jury Tuesday sentenced Stanley William Fitz gerald to death in the San Qucn tin gas chamber for murder of George Bonn near Truckee last Aug. 3. The same jury last Thursday convicted Fitzgerald, 40, of first degree murder. Fitzgerald was captured near Portland, Ore., last Sept. 22. He testified in his trial that Bonn, a San Francisco cook, and another man made improper ad vances to him in a drinking bout in which Fitzgerald had been struck with a bottle. He said that when he came to he found Bonn dead and the other man, Milton Young, of Lewiston, Calif., with a hullct in the leg.
