Tuei., Dec. tv, itou State Funds To Educate Children Of Migrant Workers Recommended SALEM (AP) The state Department of Education said Monday it will ask the Legislature to appropriate $155,000 for a state-financed program to educate children of migrant farm labor ers. This recommendation is part of i survey, ordered ny the j58 Legislature, saying It is vital that such education be provided be cause increasing farm mechaniz ation will deprive many migrants of their jobs. Therefore, the report says, It Is necessary that the migrant child ren be taught new skills. The school districts paid the bill. The department estimated that Oregon has between 4,000 and 5,000 migrant children between 6 and 18 years of age. Average attendance of those in the schools last year was only ninA wepks. But some also re ceived some schooling in special state-supported summer classes at Monmouth, HcMinnville, -Ontario and Hillsboro. The new legislation provides that the state would pay the whole cost. The aid would range from $15 to $35 per child, with the larger amounts going to schools with greater percentages of mi grants. Many educators, Including some In the state Department of Edu cation, feel the problem should be solved by the federal government. The report says it is hard to get parents of older children to let them go to scnooi, Decause their earnings are needed to help support the family. Speaking of these older child ren, tne report says trie runner in school he progresses, the less he is able to compete." The report adds that "in gen eral, schools do not know what to do with the migrant children except to place them in a seat in a classroom." The problem is to maintain two educational programs in the class room at the same time one for the migrants, and the other for resident pupils. Teachers say this is hard to do, and that the regular school program often suffers. Some of the teachers say that migrant students should be segre gated just so they can be taught separately. But the department will have none of this. The pro posed new law Bars state aid u the classes are segregated. "The migrant child," the Teport says, "needs to be integrated into the schools. He needs to feel that he is a part of our society. This can not be accomplished in a to tally segregated school situation." The , teachers of last year's migrant children were almost unanimous in believing that the migrant children are readily ac cepted by other children. But they add that the migrant's shyness makes it hard for him to take part in the school program. Of the $155,000 asked for the next two years, $65,000 would be used for regular classes, $60,000 for summer school programs, and $.10,000 for research and super visory expenses. The 1959 Legislature also di rected the state Board of Health to maintain sanitary conditions in larm laDor camps, uov. MarK o. Hatfield is asking that $23,210 be appropriated for this purpose for the next two-year budget period. Defector Says U. S. To Continue Spying MOSCOW (AP) A U.S. Na tional Security Agency code ex pert who fled to the Soviet Union was quoted today as saying the United States "will continue to carry out subversive activities" in other nations under President-elect John F. Kennedy. The official Soviet news aeencv Tass carried an interview with William H. Martin, who came to Moscow last summer with another agency code clerk. Bernon F. Mit chell. Tass said Mitchell also in terviewed, agreed with Martin. "The U.S. intelligence agencies. despite their great failures, will continue to carry out subversive activities and interference in the internal affairs of other coun tries," Martin said. Martin declared this policy will continue because "Allen Dulles was retained as director of the Central Intelligence Agency" by Kennedy. "Dulles Is the fountainhead and organizer of all these activities which have characterized the ag gressive U.S. foreign policy in re cent years," Martin said. Hedford, to the state Board of Agriculture. Appling's Office Gets Durno's Resignation SALEM (AP) - The secretary of stale's office Monday received Ihe resignation of state Sen. Edwin R. Durno, Medford Republican who was elected 4th District con gressman. Durno said his work on the Timber Taxalion Subcommittee of the Interim Tax Committee pre vented an earlier resignation. His term in the U.S. House begins in January. The last meeting nf the Interim Tax Committee was held Satur day and Durno said the resigna tion today permitted him to carry out in full his duties as Jackson County representative. The JacVson County Court last week named L. W. Newbry nf Ashland as state senator, succeed ing Durno. Newbry is the son of former secretary of ttate Earl Newbry. Local Yule Carnival Given Good Response The annual Community Christ mas Carnival has to date returned proceeds of $566.40, according to Edith Landis, treasurer. In addition 11 cases of canned foods have been received. And it's possible that some contributing or ganizations haven't yet totalled their amounts, Mrs. Landis said.
