Judges' Pay Hike
SALEM (AP)-The Oregon Bar
Association is circulating among
stale legislators a studv calling
for increased salaries for judges i
in the state,
The study, contained in a book
let, proposed no specific amounts,
but said Oregon judicial snlarics

states.
The association said its goal is
that, judges should be on the bench
"only after painstaking and long
schooling; after wide experience
in the practice at the apex of his
energy and ability.
"One of the most serious of the
problems involved arises from the
comparatively low level of salar
ies paid to Oregon judges. This
has had the practical effect of
limiting the range of choice in th
selection and retention ot judges
lor our courts.
In New York, Pennsylvania and
Illinois, slate supreme court sal
aries were $110,000 and more an
nually. Oregon was far down the
list, wilh North Carolina, at $10,
000. the bar said.

lions for the Oregon lax coffers.
Avery, former Montgomery
Ward and Co. chairman, owned
11,979 acres of timber, an inheri
tance from his father in northern
Linn County.
The stale could realize tip to $4
million in inheritance taxes.
The Oregon statesman said two
tux experts who did not want to
be identified estimated the value
of the timber at more then $20
million. Passing to Avery's
daughters, this would give Ihe
stale 10 per cent. On bequests to
others, except for tax-exempt or
ganizations, the rate would jump
to 20 per cent.

"The average teacher," he said,
"is 41 years old, has had 14 years
of teaching experience, and has

will you find people of this age,
with thi experience and prepara
tion, making such a low salary.'1
The $390 expenditure for pupils
in average dally attendance is

increase of almost 5 per cent over

Stata Costs Vary
The figures for the various
slates show a wide spread, from
$585 in New York and Alaska and
$512 in New Jersey to $217 in Ala
buma. $223 in South Carolina and
$225.86 in Mississippi. In all, seven
slates are below the $250 figure,
all of them in the' South.
Since the 1950-51 school year,
the number of emergency teach
ers has increased from 75.079 to

California Largest
California, with 3.600,000 pupils,
has the largest public school en
rollment in the country, well
ahead of New York's 2.910.0O0. The
NEA said the 97 of the 5-17 age
group in California is enrolled in
the public schools.
California also has the highest
average salary for classroom
teachers $6,700. The lowest aver
age salary paid in the country is
$3,415, in Mississippi. Arkansas
pavs $3,550. South Dakola $3,675,
and South Carolina $3,725.
Last year 12.8 per cent of the
nation's teachers earned below
$3,500 a year; this year It is 9.6
per cent. Last year 11.9 per cent
earned $6,500 or more, this year
it is 14.5 per cent.
The wide salary variations be

fact that $3,500-$4.449 is the top
salary bracket in Mississippi', but
the lowest bracket in California.
The top seven per cent of the
Mississippi teachers are paid S3,-
5O0-S4.449, but only the lowest 25
per cent of the teachers in Cali

agement measures for these areas Including

of the Regional Forester. Multiple use stud
ies have been completed on a number ot
limited areas and as a result the Diamond
Peak and Mt. Washington Wild Areas, total

and the Glacier Peak Wilderness Area total

The land management planning which was

values are recognized in a coordinated land

This Is a part of the Spirit Lake Ranger
District, Gifford Pinchot National Forest.
Private land ownership Is Intermingled

cupied by high alpine lakes and meadows
north of Spirit Lake and t popular for
hiking, trail riding, fishing, and scenic
enioyment. The multiple use plan pro
vides that this Lakes country will con
tinue to be managed for this type of
use. Roads and timber harvesting ar
nol planned In the Lakes country, and
recreational development will be limited
lo the basic primitive improvements. On
other portions of the ranger district
natural and scenic beauty have been giv
en paramount consideration in the mul
. tiple use plans.
3. Illinois Canyon Limited Area
Maor management features are Included
In the Gold Beach Ranger District Plan.
Siskiyou National Forest. The Agness
Selma Road route crosses the area and
will provide access to varied recreational
opportunities. There is steelhead and sal
mon fishing in the river. Hunting Is good
along the open upper ridges. Picnicking
and camping sites are available. Close
cooperation will be maintained with the
Oregon Game Commission to keep forage
and deer herds in balance. Timber har
vesting one-fourth mile on each side of
the Illinois River will be limited to
careful selection of dead, dying or hai
ardous trees. Timber harvesting on trib
utaries will provide streamslde shade
strips to keep water temperatures below
the point dangerous to fish life.
S. Umpqua Limited Area
The Umpqua Limited Area is within the
Diamond Lake District, Umpqua National
Forest, it comprises an area of I, MO
acres west of Diamond Lake. Mt. Bailey
is the principal feature within the area.
The multiple use plan for the Diamond
Lake District recogniies that recreation
al values are paramount for the entire
limited area and prescribes modifications
for other uses to protect these values.
Scenic values will be unimpaired.
4. Diamond Lake Limited Area
The Diamond Lake Limiljj Area which
lies 'along the Cascade divide east of
Diamond Lake contains 64.000 acres It
Includes portions ol the Oiamond Lake
District of the Umpqua, Crescent Dis
trict of the Deschutes, and K'amath
District of the Roque River Forests.
The multiple use plan for the Diamond
Lake District recognizes the scenic value
of the land readily visible from Diamond
Lake. It prescribes modification lor the
various uses to protect and enhance
these values. Here land management
measures including road construction and
limited timber harvesting will be fully
correlated with recreation and scenic
values. The road system will disperse
recreation use to additional areas and
provide increased Intensity of tire con
trol On the remaining are, timber har.
vesting will be conducted In a manner
to protect and enhance recreation and
scenic values.
