I am seeking re-election to the office of County judge. Because it is necessary for me
to remain on the job and serve the people of Douglas County, I am not able to spend time cam
paigning personally over the county. Consequently, I am taking this means of reaching you with
a few reasons for electing me to another term of office.
Probably the most important accomplishment of this County Court has been our highway
program. Because we have improved our highways throughout the county in general, we have
increased county income in excess of what had been, expected by our budget board, and
we have agreed to use the anticipated excess to aid our schools. But we are not stopping our
road and highway program. We have advanced the completion date of the Umpqua Highway,
through cooperation with federal and state agencies, and are similarly working on the road be
tween Sutherlin and Reedsport, to complete within about two years a paved water-grade highway
from the harbor at Reedsport to a junction with Highway 97 in Central Oregon.
I feel that is is important to Douglas County that I continue as a member of the County
Court which has advanced this program.
The need for educating the mentally retarded children was recognized and county assis
tance has provided schools at Gardiner and Roseburg. We have aided the Juvenile Court in a
greatly extended program and have supported a Childi Guidance Clinic through our Health De
partment. We have thoroughly cooperated with the District Attorney's office in furnishing extra help
to enforce the laws pertaining to errant fathers who are not supporting their children.
We have established a work-relief program so that able-bodied men drawing General As
sistance Funds from Welfare can do some work in return for such assistance.
We have established a forest tree nursery at Elkton, supported an expanded program for
our County Fair Grounds, improvements at Salmon. Harbor, and acquisition of more park pro
perty. Since the destructive blast at Roseburg, we have cooperated fully with the City in its re
covery program. ,
We have supported the study of water problems through the Water Resources Board, and
at the same time are lending what assistance we can to the Sutherlin Valley Water Control
Program..
We have increased the school support per census child from $10 to $30, which has result
ed in a reduction of taxes levied for schools.
These are just a few of the programs that have been accomplished or are being effective
ly administered. Because income from sales of Federally-owned timber has been increasing each
year, these programs have been financed without a cent of increased taxes. We have been able
to maintain our county roads and add miles of new construction. Our long range program is not
yet completed and I would like to see this done.
I was born in Oregon and have lived here all my life. On reaching maturity, I registered
as a Democrat and have continued a Democrat through the years., I ran for office in this county
when the Democratic Party was very much in the minority and was elected Sheriff in 1928,
State Representative in 1950, 1952, and 1954 and County Judge in 1956. I have been conserva
tive in my views and have always dealt fairly with everyone, regardless of party affiliation. I
will continue to do so. '
Your present County Court works in close harmony, and decisions made are based on
the study and experience of all three members. Good management and sound business prac.
tices in the administration by your County Court have brought maximum benefits to all the
people of Douglas County.
I ask your vote and support for four more years of continued service.
