(AP) Pres ident Eisenhower attended an inter-American conference on city government, problems Friday and called the session a fine way to build good will among Western Hemisphere nations. "Our respective national gov ernments, are not involved. It has been planned and carried out en tirely by private citizens and municipal government officials. I give my enthusiastic support," he said. As he has many limes in the past, Eisenhower said the primary responsibility for handling and solution of municipal problems rests with the city governments. "The central and provisional governments have, their own vital responsibility to meet," the Pres ident said.
