South Africans
01 Who Will Be
JOHANNESBURG, South Africa
(AP) South Africans have turned
to the question of who will be
their first president after final re
turns showed the country has
voted to become a republic.
The South African Press Asso
ciation said the complete vote in
Wednesday's all-white referendum
gave a 73,980 majority tor a re
public 849.958 votes to 775,978.
Long before, however, South Af
ricans had accepted the word of
an electric computer that the pro
republic forces of Nationalist
Prime Minister Hendrik Verwoerd
had won. The computer had fore
cast a republican majority of
close to 80,000 even while the anti
republicans were still ahead in
early returns.
The republic Is expected to be
proclaimed early next year after
Verwoerd presents to the Nation'
ali.stdominated Parliament legis
lation making a president the
chief of state instead of Britain's
Queen Elizabeth II.

Cabot Lodge heads into Washing
ton today, in his campaign swing
up the Pacific Coast.
The Republican vice presidential
candidate spent Thursday in Ore
gon, speaking to 8,500 persons at
Oregon State College, another 600
at a street gathering in Portland
and to 3,000 at a nighttime rally
in Portland.
His theme throughout was that
the United States must remain
strong in arms, in friendship and
in diplomacy.
"Perhaps most vitnl and deep
seated is another strength the
strength we show by example. We
will win this struggle in the end
on a spiritual basis or victory will
elude us," ne torn tne nigiu rany

"It Is an urgent matter that
we so conduct ourselves that every
man be considered on his merits
without regard to race or creed
or color." he added.
Lodge said the American ideal
requires civil rights for all
whether or not there Is a struggle
with Russia. He added, however,
that the matter of civil rights also
is important in foreign relations,
and can be one of the strengths
with which this country eventually
will overcome the menace of com

Self-Evaluation
Program Slated
At Douglas High
Douglas High School has begun
a self-evaluation program to help
discover strengths and weakness
in every phase of school activity,
according to Ray Talbert, princi
pal. The first step in the program,
he noted, is the formulation of a
school philosophy -and set of ob
jectives. A steering committee of faculty
members has been chosen to help
outline me pniiosopiiy and write
ine goals ana anus of the school.

the committee will then be pre
sented- to the entire staff for ap
proval and revision, he continued.
Hie purpose of the evaluation
program is to see what the school
is doing: a check of the school
plant, curricula, extra-curricular
activities and administration.
The entire stuff will then com
pare what is being done with what
is said is being done in tho school's
philosophy.
Next fall, after the self-evaluation
is completed, a visiting com
mittee of approximately 20 Oregon
educators will come to Douglas to
re evaluate the school's self-evaluation.
The committee will then
draft a list of suggestions as to
improvements, or changes where
ever called for.
Voluntary Program
Talbert stressed that the entire
program is a voluntary one, in
stigated and carried through by
schools themselves.

States Report 179
New Polio Cases
WASHINGTON (AP) - The
slates reported 179 new polio
cases last week. 121 of them
paralytic, the Public Health Serv
ice reported today.
There were indications tho 1961

It has stated there must be a de
cline in numbers of cases for sev
eral weeks before it will be defi
nite the peak has passed.
The 121 new Daralvtie rases
last week compared with i:tl in
tne preceding week ended Sept.
24, which has been the high for
any wceg this year. Ihe high lor
all kinds of polio cases lias been
218 in the week ended Sept. 3.
A year ago last week 387 polio
cases, were reported, including 284
paralytic.
From Jan. 1 through Oct. 1
there had been 2,304 polio cases
listed, 1,554 of them paralytic. The
comparative figures for the first
.19 weeks of 1959 were 6,332 and
4,050.
Maryland reported 21 cases last
week, all paralytic, to top the
states in boih total and paralytic
cases. Fifteen of these were in
Baltimore, three in Baltimore
County, and two in adjoining Anne
Arundel County.
