Youth Peace Corps
Eyed By Kennedy
WASHINGTON (AP)-Sen. John
F. Kennedy said today that if he
is elected president, be will ex
amine the possibility of forming
a Youth Peace Corps of trained
young Americans to help new na
tions. "Such service would be consid
ered service in the national inter
est." Kennedy said. "Might it not
make the normal military obliga
tion unnecessary?"
Kennedy raised the possibility
of the peace corps in a long state
ment issued here urging young
people who have become of vot
ing age to register and vote in
next month's elections.
Kennedy said reports indicate
success in the dnve to locate and
register as many as possible of
the almost eight million young
men and women who are eligible
to vote for the first time in a pres
idential election.
"Casting vour first vote in a
presidential election is a great
and memorable experience," Ken
nedy said. "See to it that your
decision is made to count. Make
your vote your investment in your
future by registering now and
voting on election day."

Democrats Boost
Registration Lead
PORTLAND (AP) Democrats
have substantially boosted their
registration lead over KepuDlicans
in Multnomah County.
Registrar John Weldon said
Tuesday there are 149,801 Demo
crats, 113.644 Republicans and 3,
593 miscellaneous. The Democrat
ic edge is 36.157, nearly 12,000
more than in the 1956 presidential
election.
Registration totals 267,044, some
1,000 above the total at this time
in 1956. Weldon expects it to reach
290,000 compared to 287,051 four
years ago.
Weldon said printing of ballots
for the Nov. 8 election will start
today, with the first samples to
be ready by the end of next week.
Bulgarians Get Death
On Embezzlement Count
VIENNA (AP) A district court
in the Bulgarian town of Trnovo
has condemned two men to death
for embezzling 160,000 levs or
$23,520 at the official rate, the
Bulgarian Communist party paper
Borba reDorted. Two Bulgarians
were sentenced last week to die
before a firing squad for embez
zling 295,800 levs $43,482 and 56
persons are on trial in Varna,
charged with embezzling 2,160,000
levs 317,520.

Attempt To Bomb
Khrushchev Fails
NEW YORK (AP) - A man who
said he "wanted to get" Soviet
Premier Khrushchev with a "Mol-
otov cocktail" type fire bomb was
arrested early today near the
United Nations headquarters.
The man was nabbed by city
police as he climbed a wall from
the East River Drive into a park
ing lot just north of tha U. N.
headquarters.
He carried a homemade bomb,
a soda bottle containing a gaso
line saturated rag.
Police identified him as Richard
Hogan, 22, of Queens, New York.
He told police he had been re
cently interviewed by psychiatrists
at Bellevue Hospital, where he bad
been taken by his parents.
Detectives said Hogan admitted
that he had been trying to reach
the U.N. building with his home
made bomb because he "wanted to
get Khrushchev."
Police described how the bomb
works: the rag is ignited and the
bottle thrown. When it breaks the
burning gasoline spreads the fire.
This type fire bomb was known
as a "Molotov cocktail" during
World War II and was used exten
sively in anti-tank warfare.
Hogan was unaware that Khrush
chev was not at the U.N, build
ing, but at the Soviet headquar
ters, more than a mile away.
Review Of Welfare
Recipients Urged
PORTLAND (AP)-The Oregon
Legislative Interim Committee on
Welfare recommended Tuesday
that tha Legislature review re
quirements for welfare payments
to assure that they do not give
recipients higher living standards
than working persons.
It also proposed putting a maxi
mum limit on the amount a family
can receive in welfare payments
and a limit on the length of time
aid can be given to persons living
out of the state and not planning
ti return.
Another recommendation is that
no more state money be spent for
electronic data processing ma
chines without first getting com
plete studies and competitive bids
The committee acted after get
tine a reDort that the state Wei
fare Department had contracted
to rent such a macnino lor

Rep. Grace O. Peck, D-Port-land,
said the Legislative Fiscal
Committee had asked the Depart
ment of Finance to investigate
such rentals and the department
found that the Department of Mo
tor Vehicles had entered an agree
ment for an electric computer
without calling for competitive
bids.

Crash Is Filth
For Electras
NEW YORK (AP)-The crash
of a Lockheed Electra in Boston
Harbor was the "fifth major acci
dent involving these turboprop
airliners. Four of the crashes
have taken 223 lives.
The accident Tuesday was the
second Electra crash in less than
three weeks.
The Federal Aviation Agency
last March ordered that the more
than 130 Electras operating in this
country fly at sharply reduced
speeds. The restriction was im
posed after the second of two
crashes in which wings were
ripped off In flight.
Lockheed Aircraft Corp., mak
ers of the plane, has announced
a $25-mlllion modification pro
gram to strengthen the plane
structure and to return them to
normal operations.
The first Electra crash occurred
Feb. 3, 1939, when an American
Airlines plane plunged into f lush
ing Bay about a mile short of
ua uuaraia rieid. suty-tive of the
73 persons aboard were killed.
The second crash was Sept. 29,
1959, near Buffalo, Tex., when the
left wing of a Braniff Internation
al Airways plane snapped off in
flight. Thirty-four died in the
crash.
On March 17, 1960, a Northwest
Airlines plane crashed at Tell
City, Ind., killing 63. The plane's
right wing had ripped off.
On Sept. 14 another Electra
crashed on landing at La Guardia.
However, all 76 persons aboard
escaped, even though the plane
flipped on its back and burned.
The plane struck a dike on its
landing approach.

BARCELONA, Spain (AP) The
United States and the Soviet Un
ion, the only entries in the space
race so far, have agreed on a set
of standards for judging records
of man-in-spacs flights.
The agreement will be present
ed, probably Thursday, to the
Federation Aeronautique Interna
tionale, which for more than SO
years has been the official world
