    New Air Force Blue Scout Rocket
Carries Radiation Study Packet

The Air Force s new Blue Scout !
pace rocket blasted off today in:
n effort to hurl a radiation-study i
package 16,600 miles into space.
The experiment could lead to ai
means of detecting nuclear explo
sions high above the earth.
The 40-foot four-stage rocket
tfarled from this missile test cen
ter at 8:02 a. m. Tucked in its
nose was a 32.8 pound payload
packed with instruments to probe
radiation mysteries in space.
All four solid-fuel stages ignited
with clock-like precision.
An hour later, project officials
reported clear signals were being
received from the 32.8 pound pav
load as it zipped further into
space.

This was the first flight for the
Blue Scout, which the Air force
is trying to develop as an all
purpose vehicle for launching sci
entific probes and satellites.
If successful, the payload will
travel 16,600 miles away from
earth in about 3'a hours. Then it
will begin a 3Vi hour descent that
will end with its burning up in
the earth's atmosphere over the
south Atlantic about 7,000 miles

Julie London wants her ex-husband,
TV actor - producer Jack
Webb, to pay half the cost of sup
porting their two daughters. She
calculated this at $1,000 a month.
Webb was ordered to pay S250
a month for child support when
the couple was divorced in 1953,
but Miss London said in a Super
ior Court petition Monday that ex
penses have increased as the Chil
dren, Tracy, 10, and Lisa, 7 have
grown older.
Miss London, now the wife of
band leader Bobby Troup, said she
is spending $2,000 a month for
care of the girls. A hearing was
set for Oct. 27.

ect director, emphasized the main
purpose of this flight was to test
the rocket and that operation of
the payload was a secondary
goal.
Success of, the payload could
be a major step in a longranse
program designed to delect fir
ing of a nuclear device.
The feasibility of concealing a
nuclear explosion by firing it at
high altitude was demonstrated
by the United States in 1958 when
it detonated three low-yield atom
ic bombs over the Atlantic at al
titudes up to 300 miles. The world
apparently did not know about
these shots until months later.
That project, called Argus,
spread a radioactive curtain
around the world outside the
earth's atmosphere but within its
magnetic field. The magnetic
field prevented radioactive parti
cles from falling to earth.
The Argus tests indicated a sort
of electronic veil can be thrown
around the earth to rut radar
and radio reception. This veil
could knock out a nation's warn
ing system and hide the advance
of attacking missiles or bombers.
A detection system could be es
tablished by launching payloads
like those flown today at regular
intervals.
Cuban Airliner
Seized By Court
NEW YORK (AP) A Cubana
Airline turboprop plane, which
arrived at Ullewild Airport Tues
day night carrying two Cuban del
egates to the United Nations, was
seized and placed in the hands uf
a temporary receiver appointed
by New York Supreme Court Jus
tice Louis L. Friedman.
The $3 million plane arrived
from Havana wuh Juan Almedia,
chief of the army, and Regino
Boli, Cuban minister of econom
ics, as passengers.
Three planes, a DC4 and two
Britannias, have now been seized.
The seizure Tuesday night was
made on behalf of a Cubana Air
line stockholder, who obtained a
court order for a temporary re
ceiver for the airline on the
grounds that it had been national
ized by the Cuban government and
has ceased to do business.
The first two planes were seized
on an order obtained by the Miami
advertising firm of Harris and Co.,
which claims the Cuban govern
ment owes it $237,801.

Four Oregon Counties Hire
Economic Consultant Firm
ARLINGTON, Ore. (AP) The
Mid - Columbia Planning Council
Tuesday voted unanimously to
hire Ebasco Services, Inc., a plan
ning consultant firm, to study the
economic potential of six Oregon
counties.
The counties are Wasco, Uma
tilla, Sherman, Gilliam, Morrow
and Hood River. They compose
the council.
Oscar Peterson, Morrow County
judge, told the council he had sent
Ebasco a few days earlier a .sign
ed contract, acting in the name
of the council.
The council backed his action
on the contract, which calls for
Ebasco to make an economic sur
vey that will cost $15,000 and in
cluded no deadline for completion.
Amounts pledged by member
groups included Umatilla County,
$1,500; Umatilla Port District, Sl,
500; Morrow County, $1,500; Mor
row County Port District, 51,500;
Hood River County, $1,000; and
Sherman County, $400. The state

government will match state and
local funds, which will give the
group funds for added study if

Named to the council's executive
committee were Judge D. R. Cook
of Umatilla County, Peterson,

The board of directors will be
composed of yet to be named rep
resentatives of each of the' six
counties, the state Planning and
Development Department, the
Umatilla Port Commission and the
