Fall Business Upturn Still Drags Its Feet NEW YORK (AP)-The fall business upturn still drags its feet. Many who had counted upon Labor Day's passage to work its usual magic are growing restive. The stock market, which has been watching and waiting, is Retting fidgety. It has painful memories of other years when the seasonal fall upswing didn't come. And September is at the midpoint with the official start of autumn scarcely more than a week away. Some hope that with the pass ing of both Donna and the Penn sylvania Railroad strike the Northeast industrial centers will pick up activity. But from the steel mills comes word that new orders are still too slow to point to much, if any, in crease in output this month, and probably to only a faint one in October. The banks have been granted more available funds to lend and have cut their basic interest charge. But business hasn't re sponded with any flurry of bor rowing. AH the more disconcert ing, while American business seems stalemated, Western Euro pean industries are booming. More funds are available here for mortgages and in some areas the terms are easier. But the home building industry, facing its usual seasonal downturn for weather reasons, is also beginning to write off any pickup for some months to come because of high prices and too few shoppers for new nomes. The auto industry is busv turn Ing out new models for presenta tion over trie next lew weeks. .But, however good their reception may turn out, dealers still aren't out from under the big stock of un sold 1960 models. Auto companies are ordering steel for their new models. But the compact cars take less than the large ones. And the steel mills although thankful that auto orders are giving steel production its principal lift at the moment, are still suffering from the drop in total amount of steel the auto in dustry will need. Steel output dropped below 50 per cent of capacity both in the Fourth of July and in the Labor Day weeks. But its expected re bound this -eek turns out to be scarcely more than a mild bounce, up to 52.7 per cent of capacity. Back in midsummer the steel industry had looked for much more than that by mid-September. Steel output has yet to show anything like a normal seasonal recovery from summer dullness. A few weeks back steelmen thought the output slowdown was due to a correction in inventories that is, the steel users had built up stocks too fast at the start of the year and were holding up or ders until inventories were back to normal. But Iron Age, a metal working weekly, says that period is passed and while cutbacks in inventories were the most significant factor during the summer, actual con sumption of steel hasn't snapped back as it should. It says that as a result, Octo ber may have to be written off as the recovery month. Boeing Planning Tests On Balloons SEATTLE (AP) Several giant balloons, which will be visible on clear days through the Pacific iwtnwest and western Canada, will be launched here by the Boe ing Airplane Co, within the next fortnight. Boeing said Monday the un manned balloons will be equipped with instruments to provide infor mation on cosmic radiation in the earth's upper atmosphere. The plastic bags, 60 feet in di ameter at sea level, will expand to many times that size at alti tudes of about 100,000 feet where tne gamma ray research will be carried on.
