House Approves
Dominican Cuts
WASHINGTON (AP) - The'
House has passed a bill giving
president fcisennower qualified
authority to cut purchases ot sug
ar from the Dominican Republic.
The bill provides that Eisenhow- j
er may reduce or discontinue pur- j
rnase ot sugar allotted to the Do
minican Republic out of the for
mer Cuban sugar quota if the Or
ganization of American Stales
votes economic sanctions against
the republic. A further condition
would be that the sanctions ac-
lua lly be undertaken by the two
thirds majority of the states spe
cified by the inter-American
treaty. Finally, these actions;
would have to be taken by Oct. .
15 lo give the President cut-off
authority relating to 1960 pur
- chases.
The bill also extends the basic i
sugar law, containing authority to
eliminate purchases from Cuba
through 19GI. Without congression
al action, the law would expire
.viarcn 31.
The House acted without debate.
in a surprise use of shortcut pro
cedure requiring unanimous consent.
The bill now goes to the Senate,
where substantial opposition has j
ocen predicted.
