Young (D-Ohio) told the Senate Tuesday he used a stop watch to figure out that Vice President Richard M. Nixon spent precisely two hours, 55 minutes 40 seconds in the presiding officer s chair during ahout 57'i hours of Senate session last week. I He said this showed that "the ' honor and responsibility of presid ing have been relinquished by the ! vice president" during all but 5.1 per cent of that week's sessions. Young said Nixon was not to he condemned on the basis of such statistics, but that the Constitu tion states clearly "the vice president shall preside" over Sen ale meetings. His speech drew swift Republi can retorts that the figures merely show that Nixon, the Republican presidential nominee, instead of taking the "easy way" of serving out his term by sitting in an arm ' chair through Senate sessions, has played an active role in foreign and domestic policy making. The Republicans also brought up the number of Senale roll call votes missed ' by Sen. John F. Kennedy of Massachusetts, the Democratic standard bearer, in this Congress session. Neither Nixon nor Kennedy was in the chamber to hear Hie debate. Sen. Gale W. McGee (D-Wyo) sat silently in the presiding officer's chair. Sen. Kenneth B. Keating (R-NY) told the Senate he was "aston ished" the Ohio senator would make such point of Nixon's work ing hours. Keating said there had been 149 roll call votes thus far in the 1960 Congress session and Kennedy an swered only 29.
