Labor Secretary Seeks Changes
In Welfare Pension Tell-Tale Law
WASHINGTON (AP)-Secretary
of Labor James P. Mitchell told
Congress today the federal wel
fare pension plans disclosure law
affords no persuasive deterrent
to those who wish to Ignore its
provisions of manipulate or em
bezzle funds.
Calling for amendments, he
aid he now lacks both investi
gatory and enforcement powers.
"The net effect, to date, raises
grave doubt as to the wisdom of
retaining so weak a law on the
statute books," Mitchell said in a
letter to Congress.
"To abandon it entirely, how
ever, would be an act of betrayal
to the millions of Americans who
have right to a sense of secu
rity that the billions of dollars
annually received and disbursed
by these plans are being honestly
and prudently managed," ha said.
"The only recourse, therefore,
is prompt amendment of the act
to require, among other consider
ations, that reports should be
complete and meaningful and
limcly filed, and plan administra
tors should be entitled to receive
authoritative interpretations of the
act's provisions; and that the De
partment of Labor should have
proper investigatory and enforce
ment powers customarily granted
by Congress for the proper en
forcement of legislation it has
adopted."
Congress passed the law after
long investigations into abuses In
the handling of welfare funds. In
signing it Aug. 28, 1958, President
Eisenhower cited what be called
numerous shortcomings. He said
he was signing it "because it es
tablishes a precedent of federal
responsibility in this area. It does
little else."
Eisenhower, in both 13.19 and
I960, recommended strengthening
amendments, but no legislative
action has been taken.

Talk Retirement

Eisenhower and Gen. Nathan F.
Twining have discussed Twining's
retirement as chairman of the
Joint Chiefs of Staff but no date
for his retirement has yet been
set, the White House said.

ment on a Washington Evening
Star story which said Twining had
resigned and that the President
had accepted the resignation.
Twining's current term as the
nation's top military officer is not
due to expire until Aug. 15, 1961.
However, he has been having
health troubles. He Is 62. He un
derwent surgery last year for re
moval of a lung cancer.
Under the practice of rotating
the chairmanship among the serv
ices, Gen. Lyman Lemnitzer, top
Army officer, would be in line for
the post if Twining gave it up.

Foley Gallagher and her son, a
priest, will be buried here Satur
day. Each died without the other
knowing it.
The Rev. John B. Gallagher
died first, Monday, in Buffalo,
N.Y. His 84-year-old mother had
been sick a long time and died
the next day in Jenkins Memorial
Hospital in Baltimore without be
ing told of her son's death.

U.S. government cut down 17

fice Friday to get rid of noisy
starlings.
'We tried evervthine" to get
rid of the birds," said Post Master
iewis il. Moore. "We put snakes
and lizards in the trees, but thai
didn't work.
"We tried selling fireerarkprs
off at intervals. That worked fine
until the last firecrackers went
off. Then the birds came back.
We tried to give the trees away,
but there were no takers.
"The government decided they
had to go and I agreed."

DISS MOINES, Iowa (AP) The
Midwest Democratic farm confer
ence, here Aug. 21 may expand
into a two-day affair, Gov. Her
schel Loveless revealed.
It may be necessary to hold
some meetings on Saturday, Aug.
20, ho said, "because so many
people are asking to be heard that
there isn't any possibility of han
dling even a segment of them on
the one Sunday afternoon
scheduled."
Representatives of 12 Midwest
states will meet with farm lead
ers to- discuss agricultural prob
lems during the Sunday afternoon
session.
Speeches by Sen. John F. Ken
nedy, the Democratic presidential
candidate, and ben. Lyndon H.
Johnson,- his running mate, will
be featured at the evening
meeting.
Loveless said that an admission
will be charged for the night ses
sion to help defray the cost of the
t conference which, he added, may
1 run as high as $12,000.

patient in the state hospital.
Mrs. John Tucker of Gary, Ind.,
has left following a visit of seven
weeks in Roseburg at the home of
her son and daughter-in-law. Mr. I
and Mrs. Edwin Myers. Mrs. Tuck
er plans to visit in San Bernardino,
Calif., with a daughter, Mrs. Nor
ma McGee, before returning to In
diana. Danny Hartle, who has just com
pleted his U. S. Marine Corps re
cruit training at San Diego, has
been home on leave visiting v his
mother, Mrs. Harold Allen, and
other relatives and friends. He is
leaving this week for Memphis,
Tenn., to enter aviation scnool.
Mr, and Mrs. Albert Caccamiso
and children, Diane, Randy and
Donna, have left for their home
in Glendale, Calif., after a week's
visit in Roseburg and with Mrs.
Caccamise's brother-in-law and sis
ter, Mr. and Mrs. Mark Worsley.
During their stay, th two fam
ilies made a trip to the coast.
Mr. and Mrs. James Dauyherty
and family left Sunday to vacation
in Boise, Idaho, where they will
visit the former's parents, Mr.
and Mrs. H. R. Bramble, and with
Mrs. Daugherty's parents, Mr. and
Mrs. James McNeal. They plan to
return to visit friends in Pendle
ton. Walla Walla. Wash., and The
Dalles en route home.
The Rev. and Mrs. Karl Faulk
ner and son, Ronald, are leaving
in the morning after a visit in
Roseburg with family members.
They were houseguests at the
home of the Rev. Mr. Faulkner's
sister, Mrs. Betty Moore, while
here. They stopped en route in
Washington to see Mr. and Mrs.
Howard Church, formerly of Glide,
and before returning to their home
in Philadelphia, they plan to visit
in Los Angeles. The Rev. Mr.
Faulkner, for several years Bap
tist minister at Glide, is associated
in Philadelphia with the American
Jewish Fellowship.
Mr. and Mrs. Walter Morian of
Spokane, Wash., spent four days
here recently as the guests of their
niece, Mrs. Robert V. Miller, and
family. They were accompanied by
their granddaughter, Miss Bar
bara Ingles of Springfield. Dur
ing their stay, Robert Miller and
Walter Morian went deep-sea fish
ing at Winchester Bay and both
came back with their limits of
salmon. Other visitors at the Mil
ler home were Mr. and M r s.
George Jones and son, Rod, of
Portland. I hey returned home aft
er a two-day visit.

area. The funeral took place in
