Margin Requirement Cut
Stimulates Stock Buying; I
Corporate Earnings Spotty
NEW YORK (AP)-The tock
market Rot a stimulant this week
but wasn't satisfied with the
amount and doubtful about its
immediate effect.
The Federal Reserve Board
(oolc the lonti-awaited step to re
duce margin requirements. The
result is that stock buyers now
can make purchases with a 70
per cent down payment. Since Oc
tober 1958 the minimum had been
90 per cent.
It was virtually the unanimous
sentiment in the financial com
munity that the cut should have
been to 50 per ccni.
Some people in Wall Street
called the board's action a small,
helpful step. , ,
The stock market responded
with an immediate advance. But
experts said that was to be ex
pected and the downward trend
would resume if the historical
pattern after margin reductions
is followed.
Anticipated benefits of the eas
ier marfiin rule are that it will
attract more investors and sta
bilize stock.
The action also was seen as a
forerunner of other steps by the
government to help the economy.
Steel Profits Slump
Much interest was centered on
earnings reports of major corpor
ations for the second quarter of
this year. In many cases they
were disappointing.
The sleel companies' profits
were down sharply from last
year. Demand was slow in the
second quarter and, it must be
remembered, in the correspond
ing J959 period the mills were go
ing full blast in anticipation of
the strike.
Steel executives are only mild
ly optimistic about the outlook
for the rest of the year. Chair
man ItoRer BlouKh of U.S. Steel
Corp. predicted a gradual recov
ery in production from the cur
rent level of about 54 per cent
of capacity, lie estimated the in
dustry's output for the year at be
tween 105 and 108 million tons,
well below the record 117 million
in 1955.
Auto Compacts Cut Profits
Four of the five automobile
manufacturers earned less mon
ey in the second quarter than last
year, only American Motors
was ahead.

The meeting, held at the Trl 'n
Square Hall in Myrtle Creek, was
presided over by Master Emmitt
Walters.
Reports were given by Pomona
officers. Trozie Nielson, lecturer,
stated an exchange program for the
subordinate Granges in tho county
will be inaugrated for the next
quarter. She urged all subordinate
Grange lecturers to have their
members participate.

for the November election if they

Firemen Save Six
From Derailed Car
PITTSBURGH (AP) "I was
seared and thought it was the
end."
That was how one person de
scribed a terrifying two hours
Sunday in a derailed incline car
stranded 400 feet above ground.
Two men, a woman and three
children were rescued by firemen
after the disabled car hail been
tied down with ropes. No one was
hurt.
Bruce W. Middlelon, 31, of near
by Alonroevillc, climbed out of the
car in hopes of taking some of
the nlhers to safely. He changed
his mind when he saw a wheel
break loose and fall to the street.
"1 was afraid," said Middlelon,
I paralroop veteran. "I heard the
timbers cracking beneath me. I
was afraid, too, thai the children
might fall through the lies."
Mrs. Middletnn, who didn't fake
the trip in the incline, watched
the episode from below.
The incline car, operated bv an
electrirally powered cable, runs
up and down an 800-foot sloped
track. A tiiangiiliir sluiped under
frame permits it to ride level.
The ear, which carries a max
imum of 20 persons, runs on railroad-type
tracks.

Rail Merger Plan Snagged
Plans for a big railroad merger
got a setback. Chesapeake and
Ohio Railroad refused to consid
er at this time a three-way com
bination with New York Central
and Baltimore and Ohio.
Both the C & O and the Central
have made offers to acquire the
stock of B 4i O shareholders.

Nora Craeroft, Douglas County
Pomona death benefit chairman,
announced she would enforce the

to be received by her and at that

staled there are 433 members in
this group.
Committee chairmen for the en
tertaining of State Grange gave
final reports. Virgil Woodruff was
appointed -chairman of the Pomona
Grunge booth for the Douglas Coun
ty Fair. Dean Boss was appointed
work program chairman for 1901.
A letter of thanks from Helen
Moore was rend. She had received
the 4-11 scholarship given by Po
mona Grange. Mrs. Nielson, lec
turer, presented the program.
North Douglas Grange won the at
tendance award. Iluyden Taylor
was appointed to be in charge of
Iho "monkey business" for the nexl
meeting.
Master Walters announced the
annual election of officers will be
held at the next meeting of Pom
ona, Oct. 22 at the Evergreen
Grange Hull.
Two Reported Missing
After Border Incident

frontier, West German police re
ported. The incident occurred early Sun

ing hours.

today termed "clearly provoca
tive" the plan to provide British
bases for American nuclear sub
marines equipped with Polaris
missiles.
The Russian-language broadcast
said the I'nited States "forced
Britain to assume more onerous
commitments'' in exchange for
"the dubious promise of more de
tailed information'' on reeoonais
since flights.
"It is noteworthy that this week
a spokesman of the British For
eign Office admitted that London
and Washington are having a pre
liminary discussion on the ques
tion of the use of British ports by
American submarines," the broad
cast said.
"Thus, new bases, being created
with aims clearly provocative
toward the Soviet Union, are to
be added to the already existing
American bases on British terri
tory." Pope John Can't Attend
Eucharistic Congress
CASTEL GANDOLFO, Italy
(AP) Pope John XXIII said to
day he had been tempted to go to
Munich for the World Eucharistic
Congress opening Sunday, but he
cannot altend.
Speaking to the papal mission
which will represent him at the
congress, the Pope said, "The
kind and devoted insistence of our
venerable brother, Joseph Cardi
nal Wendel, archbisbop of Munich
. . . was an amiable temptation
for us to take part with our hum
ble person in the world Eucharis
tic Congress. . .
"But the wishes of the heart
must follow the dictates of a se
rene and confident wiseness. But
we will participate with our heart
in the Munich manifestations."
For months there had been
speculation in Germany that the
Pope might participate in the
congress.
Speaking earlier to pilgrims at
his summer residence, the Pope
said he hopes the World Eucharis
tic Congress will "carry greater
fervor" into Christian spiritual
life.
