But the result is the oppoMte of calm ins them. Red oil is a small part of the worsening American-Soviet rela tions. But the methods Moscow is using in the oil market are costly to Americans and the potential is serious. Arrival of Soviet oil in Cuban ports led to the seizure there of American and British refineries. A Soviet oil deal with India has led to price cutting by American and British oil companies to meet the lower price of the Reds a price they set to meet their politi cal aims rather than their pro duction costs. The American and British oil men's headaches aren't caused so much by the volume of Soviet oil. even though il is now being steppd up, as by the new terms of trade under which American and British firms are being forced to operate to meet this competi tion. The volume of Red oil is still low perhaps only three per cent I of the oil entering international 1 trade outside the Iron Curtain. The methods the Soviet I nion uses, however, put other oilmen at a distinct disadvantage and up set their investment programs of long standing. ; Soviet salesmen don't peddle the ' oil in foreign markets as Amen- can oil salesmen have over the1 years and still do with consider-: able competition among them-1 selves for the growing world mar- j net. The Red oil comes in on a dif ferent ba:is deals between gov ernments. Sometimes it's in the form of haiter, as tor Cuban sug ar. Sometimes it's in long-term trade agreements between two governments, as in the case of Moscow's oil deal with New Delhi. The disturbing thing to Ameri cans is that in either case the Soviet Inion is forcing its oil into established markets without the prior investment that Americans and other oilmen have made to I develop such markets, often in i eluding building of refineries. Poisoning Of Trash Fish, Rainbow Trout Restocking Readied For Oregon Waters PORTLAND (API A mommolh stream poisoning and restocking program is being readied by the Oregon Came Commission, it re ported Friday. This would he lis largest operation of this type yet. Rotenone. a fast acting chemi cal that kills fish but disappears quickly, would be used- It has no permanent etlect on the waters. One phase of the program would he to clean out all the trash fish from 40 miles of the Crooked River, above Prineville Dam. The other would destroy s(uawfih. suckers and other scrap lish in a 10U mile section on the middle fork of the Willamette River. Army Engineers would finance the Willamette proiecl. tor which the Engineers and the (lame Com mission are working out details. It would take two months and the Commission hopes to start about Aug. 1. Crow's Shows Steady Lumber Price Decline PORTLAND (API Crow's lum ber price index continued to show a steady decline in the two-week period ending July 21. The 75 key items on the index dropped an average of 87 cents per thousand board feet from the preceding two-week period, the market reporting organization said today. L'tihly grade green fir was aver aging $56.28 per thousand board feet, compared with $71.88 for the corresponding period in 1959. This was a net drop of $15.60 in the nasi 12 months. Dry pine boards averaged $90 20 for the two-week period ending July 21. They averaged $95 68 dur ing the same period last year.
