"It's a documentary, a day in the life of Beverly Hills," says Stella in the dulcet tones of what remains of a soft Southern accent. "Beverly Hills, the strip tease queen?" asked her interviewer, a chap of obvious plebeian tastes. "No, silly," said Stella, fire showing in her blue eyes. "It's a story of what happens during one day in Beverly Hils, the city. You know, where the movie stars live." "Sort of a travelogue?" asked the interviewer, trying to show a touch of class. "No," said Stella, louder. "It's an hour-long feature in color and Cine-nascope and we may get a film festival prize, it's that good." In a formal note delivered to Moscow today, the State Depart ment vigorously rejected the com plaint that aerial inspection of So viet ships violates the internation al law and freedom of the seas. The Soviet Union claimed in a note sent eieht days ago that U.S. planes on 250 instances have made low-level dangerous passes over Soviet ships. The State Department noted that in its complaint the Soviet government said it would be obliged "to take other measures which will be necessary to ensure the safety of navigation of Soviet vessels in open seas." In its renlv. the State Depart ment fired a blast against the U.S.S.R. for using such language. "This can not be interpreted other than as a reckless threat of aggressive action against the United States aircraft proceeding on legitimate flights over inter national waters," it said.
