Administration Mishandled U2
Spy Plane Affair, Investigators
Find In Their Report To Senate

WASHINGTON (AP) The
Senate Foreign Relations Commit
tee Saturday night accused the Ei
senhower administration of mis
handling the U2 spy plane case.
It said that at least the affair had
given Soviet Premier Nikita
Khrushchev a handy excuse for
wrecking the Paris summit con
ference. Information Ineompltto
The committee suggested that
the spy flight of May 1, which went
down deep inside the Soviet Union,
probably should never have been
undertaken. It said that when the
failure did occur, the government's
handling seems to have made a bad
matter worse. i
The 28-naee remit to tha Senate
was based on extensive commit
tee questioning of top administra
tion officials.
It was issued on the eve of Pres
ident Eisenhower's return from a
Far Eastern goodwill trip marred
by cancellation of his projected
Visit to Japan.

crat signed a separate statement
criticizing what they called a lack
ox coorainauun out generally de
fending the administration's han
dling of the case.
The committee acknowledged
that despite its close questioning
of Secretary of State Christian A.
Herter,' Secretary of Defense
Thomas S. Gates, and Central In
telligence Director Allen W. Dul
les, it had not succeeded in ob
taining every piece of information
essential to making definitive
judgments on tne U2 case.
It said it had never found out,
for example, precisely what infor
mation was sought by pilot
rrancis u. rowers wnen ne tooK
off on his ill-starred high-altitude
flight across the Soviet Union. The
committee knows only that Eisen
hower has described the informa
tion as important to U.S. security.
The conclusions reached by the
majority .of the 17-member com
mittee were thus qualified by
many ifs. -
Coordination Lacking
The criticisms of the Eisenhow
er administration were couched in
soft terms. The committee's Dem
ocratic leadership appar
ently wished for maximum Repub
lican support and also wanted to
deal in 7 gingerly fashion with
a matter delicate in U.S. politics
as well as in international rela
tions. The most fully agreed-on criti
cism was that administration
leaders and such key agencies as
the White House, State Depart
ment, Defense Department and
Central Intelligence Agency
showed a lack of coordination and
centralized control.
"At crucial points the coordina
tion broke down. . .," the main
committee report said. "There are
few, if any, references in the rec
ord to direction, and this seems
to the committee to be what was
most lacking in this period. . . .If
this direction is not to come from
the White House, then it ought to
be made clear by the White House
that it is to come from the State
Department." -
In . a separate statement, Sens.
Frank J. Lausche (D-Ohio) and
Alexander Wiley (R-Wis) general
ly defended the administration's
handling of the case, particularly
President Eisenhower's decision to
tell the truth about it and assume
personal responsibility for spy
flights over the Soviet Union. They

1. There is no dispute over the
necessity for intelligence informa
tion, such as that gathered by the
U2 plane flights over a period of
four years, mere is no criticism
of technical arrangements for the
unsuccessful flight of May 1. That
the plane went down that day
"was just plain bad lucky as tne
report put it.
2. The story which the admin
istration had prepared in advance
to deal with the loss of a U2
plane inside the Soviet Union
"was inadequate." By May 7,
when Khrushchev disclosed cap
ture of the wrecked aircraft and
pilot Powers, the government here
decided to admit the flight but
deny its authorization from Wash
ington.
The committee implied a belief
that a better cover story would
have been a big help. The story
first told here was that the U2
was on a weather-charting flight
and might nave strayed over So
viet territory bv accident.
3. Eisenhower's decision to take
personal responsibility for author
izing tne uz spy program "is un
precedented in intelligence ODer-
ations." CIA Director Dulles, the
committee noted, was readv to
take the responsibility himself,
"which is the traditional proce
dure.
Khrush Note Blames
West For Arms Failure
GENEVA (AP) Soviet Premier
Nikita Khrushchev, in a note to
heads of Western governments to
day, blamed the West for the
breakdown of the Geneva disarm
ament talks.
The note charged the five West
ern powers in the talks were using
Soviet participation "as a screen
to cover the arms race unleashed
by the West, and for deceiving
the peoples."
Soviet delegate Valerian Zorin
mentioned the note in his bitter
speech preceding the Communist
