    Contraceptive Use

SAN ANTONIO, Tex. (AP)-The
Rt. Rev. Msgr. Irving A. De
Blanc terms "alarming" a report
that Roman Catholic "married
couples are using contraceptive
birth control in about the same
measure as non-Catholics."
Jllsgr. DcBlanc made the state
ment in an article written for the
National Catholic Family Life
Conference under way here.
The Roman Catholic Church op
poses use of contraceptives.
In an interview Tuesday, the
Washington, D. C, Catholic lead
er, said the report is based on
studies which include a Catholic
Digest poll.
He said the studies are individ
ual surveys and not broad enough
to be used as conclusive evi
dence but he termed them
"alarming statements."
Msgr. DeBlanc added that the
Church will never allow pressures
of society to change its position
against the use of contraceptives.
Msgr. DeBlanc is director of the
Family Life Bureau of the Na
tional Catholic Welfare Confer
ence. In a forthcoming book, Msgr.
DcBlanc says that if a serious
overpopulation problem occurs
and all other means of easing it
have been tried, the Church will
probably recommend either com
plete or periodic continence for
married couples.
A Washington psychiatrist told
the convention Americans over
emphasize sex in marriage by
"enshrouding it in mystery and
secrecy."
Dr. John R. Cavanagh said it
is desirable to discuss with en
gaged couples aspects "of the
psychology of interpersonal rela
tions rather than give them a di
luted version of sex activity with
emphasis on its mechanical as
pects." Cavanagh is a member of the
advisory board of the National
uatnouc welfare uomerence.
The Very Rev. Msgr. George V.
Kelly, a Catholic leader from New
York City said that neither boys
nor girls get as much guidance
from parents as they need before
they marry.
Drug Stores Open
Doors To Negroes
ARLINGTON, Va. (AP)-More
than 45 lunch counters in northern
Virginia drug, variety and depart
ment stores soon will be opened
to Negroes.
Two drug chains, Peonies Drug
Stores and Drug Fair, and two
major department stores, S.
Kanns Sons Co. and Lansburgh's
disclosed Wednesday night they
intend to start serving Negro pa
trons in Alexandria, Falls Church,
and in Arlington and Fairfax
counties.
The Hecht Co., a department
store, and F. W: Woolworth and
G. 0. Murphy are reported to be
preparing to start the same gen
eral policy. One Woolworth store
in Arlington opened its lunch
counter to Negroes Wednesday.
The decision of the stores fol
lows a series of demonstrations
by Negro and white students
which began June 9 in Arlington
drug and variety stores. Similar
"sit-ins" demonstrations have oc
curred in leading cities through
out Virginia and the South during
me past live months.
Paris Gets Scrubbing
PARIS (AP) City fathers are
giving Paris a face scrubbing de
spite pleas by traditionalists that
the dirt is part of the city s his
torical charm.
The aim is to clean the city's
historical monuments and public
buildings within five years.

Committee Rejects Shipbuilding Bill
WASHINGTON (AP) A House
merchant marine subcommittee
Wednesday rejected a bill that
would have eliminated a 6 per cent
differential which west coast ship
builders received in constructing
government subsidized merchant
ships.
The measure had the backing
of East Coast shipbuilders. They
maintain there is no cost differ
ence now in building a ship on the
Atlantic or Pacific coasts.
Ren. Thomas N. Downing (D-l
Va), sponsor of the rejected bill,
said the subcommittee tailed Dy
one vote to approve the measure.
Downing said he had "every con
fidence" the bill will win House
passage in the next, session of
Congress. .
Subsequent to tne subcommit
tee's action, the full Merchant
Marine Committee directed the
general accounting office to audit
shipbuilding costs to determine if
such work costs more on the West
Coast than on the East Coast.

Britons Raise
Interest Rate
WORLD BRIEFS
LONDON (AP) Britain's offi
cial bank interest rate was raised
today to 6 per cent from 5 in a
further attempt to correct an ad
verse balance of payments and
curb inflation.
It was the second increase
since Jan. 1 in the Bank of Eng
land rate, which sets the interest
pattern for all sterling bloc lend
ing institutions. '

British exports have been boom
ing in recent years, but imports
have greatly increased. Among
the effects of the new squeeze
will be the stiffening of credit
terms for importers needing mon
ey to pay for foreign gooijs.
Jew Slayer Gets '
Life Sentence
MUNICH, Germany (AP) A
former guard at the Dachau con
centration camp was sentenced
Wednesday to life imprisonment
for bouncing a Jew to death in
a steel basket.
The defendant was Wolfgang
Seuss, 53.
Th Munich District Court said
he put Kurt Riesenfeld in a steel
basket hooked to a cranej raised
the basket seven feet and let, it
fall onto the pavement and re
peated the process until Riesen
feld was dead.
Philip Chooses
Naughty Words

Prince Philip twice used the word
"hell" before teen-agers today.
Visiting 300 boys and, girls -at a
summer camp near here, he was
talking to Dorothy McMillan, 17,
in charge of make-up for an out-
door play.
"What's the play?" he asked.
"It's called 'The Spartan Girl,' "
replied Dorothy..
"Who plays the Spartan girl?"
he asked. Dorothy pointed to Ann
Ballingall, 16.
Philip stared at Ann for a mo
ment and then asked: "Is she
getting hell for something?
The girls burst into laughter.
"Yes, sir, she certainly is," ex
plained Dorothy. "You see, shes
playing the part of a girl accused
nf seduction."
Philip moved on to a group of
girls from the girl's auxiliary ot
the Church of Scotland. They were
weaving basnets ana singing.
"What's the singing for?" asked
Philip. "Just for the hell of it?'
"No," replied Sheena Parker,
17, "it's for atmosphere."

WASHINGTON (AP) Pro
ducers of 1959 crop wool will re
ceive a government-incentive pay
ment, of $4.32 for each $10 they
received from wool sbld during
the marketing year ending April
1, the Agriculture Department an
nounced Wednesday.
Under a similar program last
year, growers received $7.03 in
payments for each $10 received
from sales.
The payment is smaller this
year because the 1959 wool mar
ket prices were higher than for the
1958 crop.
