Thur , June 16, I960 The News-Review. Roseburg, Ore. 11 Governor's Oppose Shipbuilding Bill WASHINGTON (AP) Three West Coast governors Wednesday opposed a bill to do away with law that gives a 6 per cent ship construction differential to West Coast shipyards. Opponents of the measure argue that since the costs of shipbuilding are higher on the ye&t Coast the differential is needed to enable Pacific builders to compete with those on the East and Gulf Coasts and the Great Lakes. N They told a House Merchant Ma rine subcommittee that without this aid, there is a danger West Coast shipyards will decline and not be available in time of a na tional emergency. uovs. AlDert L. Kosellini ot Washington, Mark 0. Hatfield of Oregon and Edmund G. Brown of California submitted statements in favor of legislation that helps maintain West Coast vards. "It is important that the United States have a strong merchant marine; that we have a strong shipbuilding industry to construct and maintain these vessels; that the shipyards be both on the East and West coasts," said Kosellini. The differential said Hatfield, "is sometimes pictured as a kind of a special government subsidy which gives Oregon and other western shipyard operators a par ticular advantage over theii com petitors on the . (iulf and Atlantic coasts." "To the extent that it covers the high cost of shipyard work on the West Coast, it serves only to bring the west into a position where it can hope to compete on nearly equal terms with the rest of the nation, he added.
