Williams 8 Wanted To Rent 09 M tf Today Is Press Freedom Day' NEW YORK (AP) Freedom of the Press Day will be observed in the Western hemisphere Tues day. "It is a day set aside for re joicing in countries where a free press is enjoyed, and for mourning in countries whose people are kept in darkness," said William H. Cowlcs, president of the Inter American Press Assn., sponsor of the day. Cowles, publisher , of the Spo kane, Wash., Spokesman, Review, reported "notable progress in the ceaseless struggle for freedom of expression in the Western hemis phere" since the day first was observed in 1953. "This basic ingredient of de mocracy has been restored in Ar gentina, Peru, Venezuela and Co lombia," he said. "On the other hand, the free press of the Americas has been bitterly disappointed by events in Cuba." Cowlcs recalled that Dr. Alberto Gainza Paz, his predecessor as 1APA president, had spoken out against those who use the words of democracy to disguise actions leading to curtailment of liberties. 'Fidel Castro has used the lan guage of democracy, but his ac tions have been those of a totali tarian," Cowles said. "Newspa pers have been either intimidated into subservience or silence, or seized outright by the government. TV Booster Station Bill Draws Support WASHINGTON (AP) A bill designed to permit the Federal Communications . Commission to legalize and regulate some 1,000 U.S. television booster stations now in operation was endorsed Monday by. the head of the agen cy, i FCC Chairman Frederick W. Ford told a House Commerce sub committee considering the Senate passed measure that it will help the FCC deal with a problem which calls "for the earliest pos sible solution." A number of Congress members from Western stales, where most of the boosters are in operation, also asked the subcommittee to approve the bill. The measure would permit the FCC to waive present require ments that the TV boosters be manned by a licensed operator and that a permit be issued before construction is begun. Ford said the FCC has been de ferring action since January 1959 in hopes of solving the problem of the now-unregulated boosters. Witnesses emphasized that the boosters affected by the bill are low-powered rebroadcasting de vices, not the community antenna systems which distribute the sig nal by wire. Ford said the FCC interprets present law to mean that it must license the boosters and require a licensed operator because they are in effect broadcasting sta tions. A spokesman for the National Assn. of Broadcasters also en dorsed the measure. Spokesman Urges End To Bickering ATLANTIC CITY. N. J. (AP) A top utility spokesman urged private and punlie power advo cates Monday to stop bickering and team up to meet the nation's burgeoning demand for electricity- Walter T. Lucking, president of Arizona Public Service Co., de clared, "we must invito and urge the (government sponsored) co ops to benefit from and contribute to the planning of the nation's electric industry. Together we can find the avenue that will lead us to (ho solution of (our) prob lems." Unking told the opening ses sion of the Edison Klectric Insti tute's annual convention that gov ernmental rural electric coopera tives have completed the task of providing power to farm areas. Nonetheless, he said, the co ops show no signs of dropping their government support, "wnctner we like it or not." Lucking remarked, "we must late up to the fact that co-ops arc here and arc in nusi ness in practically every stale in the union." Earlier. Allen S.
