The Democratic-sponsored bill would have set up a program of federal loans and grants to help communities with economic prob lems such as mining towns or abandoned railroad centers. There appeared to be little chance the veto Kisenhower's Itilst could be overridden. Nei ther the House nor Senate passed the bill by anything like a two thirds margin. Only one Kisenliower veto lias been overridden in bis more than seven years in office. That was on a measure containing funds for flood control, rivers and harbors and various other public works proieets last year.
