I'ndcr the proposed wheat cer tificate plan, the secretary of ag riculture would estimate domestic needs and exports. Then he would deduct 130 million bushels from 1 Ins total as the base amount to he raised. The 150 million bushels would be taken from the govern ment reserves. Wheal farmers would be Riven certificates for their individual bushel allotments. The aim of the proposal is to cive the farmer close to 11)0 per cent of parity for his wheat allotment. The govern ment would continue to pay a sub sidy oa wheat exported. "We believe." Newsom said, 'this legislation will serve Amer ica and her wheat producers well. It will stop the increased accumu lation of wheat in government hands. It will start, the orderly reduction of CC'C (Commodity Credit Corp.) stocks." Chairman Allen J. Ellender (D I. a) said he was concerned that the cost of the government for export subsidies under the plan would lie excessive, -rsews-om said, however, the over-all cost to the government would be less. .lohn A.
